total indebtedness otherwise permitted by law. No public moneys
shall be expended by the State, any County, legally constituted
public water, sewerage or sanitary district for any of the purposes
enumerated within this sub-title, unless such expenditure and the
amount thereof has been approved by the State Board of Health.
Said bonds, stocks or notes shall be forever exempt from State,
County or municipal taxation. They shall be a lien upon all property
within the jurisdiction issuing them. Bonds, stocks or notes issued
pursuant to authority of this section shall be payable in the same
manner as bonds, issued pursuant to the provisions of Sections 387
to 405, inclusive.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

(Senate Bill 81)
AN ACT to repeal and re-enact, with amendments, Section 61A of
Article 56 of the Annotated Code of Maryland (1956 Supplement),
title "Licenses", sub-title "Traders", exempting from the require-
ment for a special retailer's license for the sale of cigarettes at
retail any vending stand licensed by the Maryland Workshop for
the Blind.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 61A of Article 56 of the Annotated Code of Maryland
(1956 Supplement), title "Licenses", sub-title "Traders", be and it
is hereby repealed and re-enacted, with amendments, to read as
follows:
61A. Same—Special retailer's license.
No person shall engage in the business of selling cigarettes at
retail as defined by Article 83, Section 115B (f) except vending
machine operators as defined in Section 115B (d) of Article 88,
without a special annual license from the Comptroller which shall
be in addition to any other license required by law. The fee for such
special license shall be $2.50 per year. The license shall expire on
the thirtieth day of April in each year. A separate license shall be
required for each place of business, temporary or permanent. "Place
of business" means any place or places which are under one roof or
in a single edifice and are occupied and operated by the same licen-
see. Provided, however, that no such license shall be required for
any vending stand licensed by the Maryland Workshop for the Blind.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.
