[an Assistant] a Deputy Treasurer, who shall qualify under the Con-
stitution and Laws of the State and who shall give such bond as re-
quired by law, and with such security as the County Commissioners
shall require and approve, and in the penalty of not less than ten
thousand dollars, the premium on which shall be paid by the County
Commissioners for the faithful performance of the duties assigned
to said [Assistant] Deputy Treasurer by the Treasurer and for the
faithful performance of such duties as the Deputy to the Treasurer
has hitherto performed and such duties and services now required
by law or which hereafter may be required of said [Assistant]
Deputy Treasurer by law, or which may devolve upon said official,
and the salary of said [Assistant] Deputy Treasurer shall [not
exceed the sum of eighteen hundred and fifty dollars ($1,850.00) a
year, payable monthly.] be in such amount as the County Commis-
sioners may prescribe from time to time.
The Treasurer [shall] may
appoint a clerk [,] or clerks, for the proper discharge of the duties of
his office, subject to the consent of the County Commissioners, [and
the salary of said clerk shall not exceed eight hundred ($800.00)
dollars a year, payable monthly.] who shall prescribe the compensa-
tion to be paid to such clerks.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 358
(House Bill 695)

AN ACT to authorize and empower the County Commissioners of
Cecil County to borrow, upon the faith and credit of the County
during specified periods, a sum or sums of money not to exceed in
the aggregate the sum of Two Million Dollars ($2,000,000.00),
and to evidence such borrowing by the issuance and sale of the
general obligation bonds of the County in such form and bearing
such rate or rates of interest as said County Commissioners may
by resolution determine, provided the average interest cost of
each issue of such bonds shall not exceed four per centum (4%)
per annum; to provide that the proceeds of the sale of any such
bonds shall be used exclusively for the purpose of erecting new
school buildings, including land for such buildings and for facilities
appurtenant thereto, the payment of architects' and other pro-
fessional fees in connection therewith, the alteration or repair of
existing school buildings and the equipping of school buildings,
all in Cecil County; to authorize and direct the County Commis-
sioners of Cecil County to provide for the payment of the maturing
principal of and the interest on any bond issued hereunder by the
annual levy, until all of said bonds and the interest thereon, shall
have been paid or provisions made for their payment, of ad valorem
taxes upon all property subject to assessment for taxation in said
