PRESENT AT ANY TIME CANNOT AGREE ON THE QUES-
TION OF POLICY BEFORE THE GROUP AT THAT TIME, THE
MATTER SHALL THEN BE REFERRED TO THE BOARD OF
COUNTY COMMISSIONERS OF CALVERT COUNTY. THE
SAID BOARD OF COUNTY COMMISSIONERS SHALL HAVE
PRINTED A NOTICE IN ALL NEWSPAPERS PUBLISHED IN
CALVERT COUNTY GIVING AT LEAST TEN DAYS' NOTICE
OF A PUBLIC HEARING TO BE HELD ON THE MATTER IN
QUESTION AND NOTICE ALSO AS TO THE TIME AND PLACE
FOR THE HEARING. AT SUCH TIME AND PLACE THE BOARD
OF COUNTY COMMISSIONERS SHALL HOLD SUCH PUBLIC
HEARING ON THE PARTICULAR MATTER. WITHIN TEN
DAYS FOLLOWING THE HEARING, THE BOARD OF COUNTY
COMMISSIONERS SHALL MAKE A DECISION THEREON, AND
ITS DECISION SHALL BE BINDING FOR THAT PARTICULAR
MATTER.

AT LEAST TWICE IN EACH FISCAL YEAR THE SUPERIN-
TENDENT OF SCHOOLS, THE COUNTY BOARD OF EDUCA-
TION AND THE BOARD OF COUNTY COMMISSIONERS OF
CALVERT COUNTY SHALL HAVE PRINTED IN EVERY NEWS-
PAPER PUBLISHED IN CALVERT COUNTY, DETAILED IN-
FORMATION AS TO THE SITES SELECTED, THE COST
THEREOF, AND THE MONEY EXPENDED CONCERNING THE
CONSTRUCTION, ALTERATION, REMODELING AND EQUIP-
PING OF SCHOOLS AND SCHOOL FACILITIES WITH THE
FUNDS DERIVED FROM THE PROCEEDS OF THE SALE OF
SUCH BONDS, IT BEING THE LEGISLATIVE INTENT THAT
IN SUCH REPORTS THERE BE A GENERAL OVER-ALL RE-
PORTING TO THE CITIZENS OF CALVERT COUNTY CON-
CERNING THE SCHOOL BUILDING PROGRAM UNDERTAKEN
UNDER THE PROVISIONS OF THIS ACT.

Sec. 6. And be it further enacted, That for the purpose of paying
the principal and interest on any bonds issued hereunder, as they
mature, the County Commissioners of Calvert County are hereby di-
rected to provide by proper resolution for the pledging of all monies,
or so much thereof as may be necessary, received from the State of
Maryland under the provisions of Section 215 of Article 77 of the
Annotated Code of Maryland (1951 Edition and 1956 Supplement),
and any amendments thereto, providing for an Incentive Fund for
school building, insofar as said Fund may not have already been
pledged. In addition, there shall be pledged, for the purpose of pay-
ing the principal and interest on any bonds issued hereunder, as
they mature, the monies paid to the Board of County Commissioners
from time to time, under applicable provisions of State Laws re-
lating to the income tax, the tax on horse racing, the recordation tax,
the tax on amusements and admissions, license taxes, alcoholic
beverages taxes, the UNALLOCATED PORTIONS OF ALCO-
HOLIC BEVERAGES COUNTY LICENSE FEES, franchise
tax on corporations, and any other unallocated taxes on monies
received from the State; as well as any other unallocated
taxes, fees or monies from the licensing and use of certain
mechanical or electrical amusement devices in Calvert County,
under the provisions of Sections 176 to 177C of Article 5 of the Code
of Public Local Laws of Maryland, as amended by Chapter 184 of
the Acts of 1951 and as further amended from time to time. In the
