as previously amended by Chapter 606 of the Acts of 1945 and
Chapter 162 of the Acts of 1953, relating to the salaries of the
members of the Metropolitan Commission of Howard County, the
appointment of one County Commissioner to sit at meetings of the
Metropolitan Commission and relating generally to the said Com-
mission and to its functions and powers.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1, 4, 6, 8, 9, 11, 12, 13, 14, 16 and 17 of Chapter 991 of
the Acts of 1943, as previously amended by Chapter 606 of the Acts
of 1945 and Chapter 162 of the Acts of 1955, be and the same is
hereby repealed and re-enacted, with amendments, to read as follows:

Sec. 1. Be it enacted by the General Assembly of Maryland, That
for the purpose of carrying out the provisions of this Act, the
Sanitary Districts created hereafter shall be under the jurisdiction
of a Commission of three persons, all of whom shall be appointed by
the Board of County Commissioners of Howard County, and all of
whom shall reside in Howard County, be resident taxpayers of said
County and qualified voters thereof. The term of each of the three
members shall be six years or until their successors are appointed and
have qualified, except that the first Commissioner named by said
Board of County Commissioners shall serve for two years, the second
for four years and the third for six years from the date of their ap-
pointments and as the term of each Commissioner expires, his succes-
sor shall be appointed by the Board of County Commissioners of How-
ard County. Any vacancy in the personnel of the Commission shall be
filled by appointment by the Board of County Commissioners of
Howard County and for the unexpired term. The Commission shall
elect one of its members as Chairman, and shall appoint, discharge
at pleasure and fix the compensation of a secretary-treasurer, a chief
engineer and such engineering, legal, clerical and other personnel
and help, as from time to time the Commission may deem necessary
to carry out the provisions of this Act. The annual salary of each
of said Commissioners shall be as follows: The Chairman shall re-
ceive an annual salary of [Five Hundred Dollars ($500.00)] Seven
Hundred Fifty Dollars ($750,00),
payable semi-annually; the other
members shall receive an annual salary of [Three Hundred Dollars
($300.00)] Five Hundred Dollars ($500.00), payable semi-annually.
And in addition the County Commissioners shall appoint one of its
membership to sit at all meetings of the Metropolitan Commission.
The secretary-treasurer appointed by the Commission shall be the
collector of all charges and assessments made by the Commission,
and shall receive and account for all monies which shall be due and
payable to said Commission from any source whatsoever. All monies
deposited shall be protected by a depository bond, or by such other
securities as may be approved by the said Commission. The secre-
tary-treasurer shall give bond to the State of Maryland in the amount
specified by said Commissioners with good and sufficient surety to
be approved by said Commissioners, with the condition that if the
above bounden secretary-treasurer shall well and faithfully execute
his office and shall account to the said Commission for all the monies
which he shall receive for account of the Commission, or be answer-
able for by law, then the said obligation to be void, otherwise to be
and remain in full force and effect. The said bond, when approved,
shall be recorded in the office of the Clerk of the Circuit Court for
Howard County; and the person so appointed, before entering upon
