CHAPTER 286
(House Bill 583)

AN ACT to repeal and re-enact, with amendments, Section 103 of
Article 14 of the Code of Public Local Laws of Maryland, title
"Howard County", sub-title "County Treasurer", as said section
was amended by Chapter 186 of the Acts of 1949, relating to the
salary of the Clerk to the Treasurer of said county, empowering
said Treasurer to appoint said clerk as a Deputy Treasurer and
providing for the qualifying, authority and duties of said Deputy
Treasurer.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 103 of Article 14 of the Code of Public Local Laws of
Maryland, title "Howard County", sub-title "County Treasurer",
as said section was amended by Chapter 186 of the Acts of 1949, be
and it is hereby repealed and re-enacted, with amendments, to read
as follows:

103. There is hereby created in the office of the Treasurer of
Howard County the position of Clerk to the Treasurer of said County,
to be appointed by the Treasurer at a salary [not exceeding Twenty-
two Hundred and Fifty Dollars ($2,250.00) per annum,] to be fixed
by the County Commissioners of Howard County,
payable monthly,
which salary shall be annually levied for by the County Commis-
sioners of Howard County. The clerk so appointed shall hold the
position at the pleasure of the Treasurer, and shall perform such
duties as shall be designated from time to time by the Treasurer.
The Treasurer of Howard County is authorized and empowered, with
the consent of the County Commissioners of Howard County, to con-
stitute and appoint said clerk as a Deputy Treasurer who, after his
appointment and before he enters upon the duties of his said office,
shall take such oath, give such bond and otherwise qualify as said
County Commissioners may, by resolution, require and prescribe.
Said Deputy Treasurer, after qualifying as aforesaid, shall have full
power and authority to execute for and on behalf of said Treasurer
any and all instruments and to act generally for him in all matters
pertaining to his office.

Sec. 2. And be it further enacted, That this act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly of Maryland,
the same shall take effect from the date of its passage.
