(c) Any public school teacher of Cecil County AND CAROLINE
COUNTIES who retired prior to July 1, 1956, and who is receiving
any retirement benefit (exclusive of a disability retirement allowance)
under the provisions of this sub-title, when such benefits in the ag-
gregate are less than One Hundred and Twenty-five Dollars ($125.00)
per month, shall receive an additional sum not exceeding Fifty Dollars
($50.00) per month upon application to the Board of County Commis-
sioners, and the Commissioners shall levy annually an amount suf-
ficient to pay such additional benefits. The sum granted to any ap-
plicant by the County Commissioners (subject to the Fifty Dollars
($50.00) limitation) shall be such that when added to whatever the
applicant is receiving from the Teachers' Retirement System, the
total shall not exceed One Hundred and Twenty-five Dollars ($125.00)
per month.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 275
(House Bill 496)

AN ACT to add new Sections 183A and 183B to Article 18 of the
Code of Public Local Laws of Maryland (1930 Edition), title
"Queen Anne's County", sub-title "County Commissioners", to
immediately precede Section 184 thereof, relating to the powers
exercised by the County Commissioners of Queen Anne's County.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 183A and 183B be and they are hereby added
to Article 18 of the Code of Public Local Laws of Maryland (1930
Edition), title "Queen Anne's County", sub-title "County Commis-
sioners", to immediately precede Section 184 thereof, and all to read
as follows:

Powers

183A. (General Powers) The County Commissioners of Queen
Anne's County shall have the general power to do all such things not
contrary to the public general or public local laws and the Constitu-
tion of Maryland, as they may deem necessary in order to assure the
good government of the County, to protect and preserve the County's
rights, property and privileges, to preserve peace and good order,
to secure persons and property from danger and destruction and to
