(1956 Supplement), title "Crimes and Punishments", sub-title "Taxi-
cabs", be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:
627A. Refusal to pay fare.
Any person who engages and accepts transportation in public taxi-
cab or other vehicle operated as a common carrier, under any con-
ditions whereby the charge therefor is not paid in advance, and
who wilfully refuses to pay the proper charges at the conclusion of
such transportation, shall be deemed guilty of a misdemeanor, and
upon conviction thereof shall be subject to a fine of not more than
fifty dollars for each such offense. Nothing in this section shall
be construed to prevent the owner or operator of any such common
carrier from making a special agreement with the person who
engaged and accepted transportation, for the subsequent payment of
the charges due. This section shall be effective only in Baltimore,
Harford and Frederick counties.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 273
(House Bill 469)
AN ACT to repeal and re-enact, with amendments, subsection (7) of
Section 100 of Article 52 of the Annotated Code of Maryland (1956
Supplement), title "Justices of the Peace", sub-title "Trial Magis-
trates System", adding an additional trial magistrate for Cecil
County who shall sit at Northeast.
Section 1. Be it enacted by the General Assembly of Maryland,
That subsection (7) of Section 100 of Article 52 of the Annotated
Code of Maryland (1956 Supplement), title "Justices of the Peace",
subtitle "Trial Magistrates System", be and it is hereby repealed and
re-enacted, with amendments, to read as follows:
(7) Cecil County.—There shall be [five] six trial magistrates, one
of whom shall be a member of the Bar of Cecil County, shall sit at
Elkton and shall receive an annual salary of $2,500.00, one of whom
shall sit at Chesapeake City and shall receive an annual salary of
$600.00, one of whom shall sit at Northeast and shall receive an
annual salary of $600.00, one of whom shall sit at Perryville and
shall receive an annual salary of $1,500.00, one of whom shall sit at
Port Deposit and shall receive an annual salary of $900.00, and one
of whom shall sit at Rising Sun and shall receive an annual salary
of $1,200.00. Provided, however, that the trial magistrate at Port
Deposit shall sit only until such time as the U. S. Naval Training
