the said Board of Education of Howard County under and by virtue
of the provisions of the so-called "Building Incentive Fund" for
public school buildings as made or as may be made available by law,
to pay the interest on and to redeem said bonds as they mature.

Sec. 8. And be it further enacted, That all bonds issued pursuant
to the authority of this Act, and the interest thereon, and the income
derived therefrom, in the hands of the holders thereof from time to
time, shall be and are hereby declared to be exempt from State,
County and municipal taxation of every kind and nature whatsoever
in the State of Maryland.

Sec. 9. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety, and having been passed
by a yea and nay vote, supported by three-fifths of all of the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

CHAPTER 221
(Senate Bill 387)

AN ACT to repeal Sections 278, 279, 280, 281, 282, 283, 284. 285,
and 285A of Article 24 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Worcester County", sub-title "Roads",
said Section 285A having been enacted by Chapter 633 of the Acts
of 1941, and to add seventeen new sections to said Article, said
new sections to be known as Sections 278 to 285, inclusive, and
285A, 285B, 285C, 285D, 285E, 285F, 285G, 285H and 285-I, to
follow immediately after Section 276 of said Article, creating a
Worcester County Roads Board, providing its authority, duties,
responsibilities, compensations and expenses and the duties, re-
sponsibilities, compensations and expenses of its employees, the
time when it begins operations, the manner of receiving and ex-
pending funds and handling surpluses, its authority to borrow
money, to purchase or rent equipment, land and buildings, setting
up retirement provisions, giving the Board of County Commis-
sioners authority over same until the County Roads Board begins
operation, authorizing the County Commissioners to levy annual-
ly for public roads, etc., and earmark the funds, to purchase equip-
ment from State Roads Commission, to borrow money for the
purpose and submit the price thereof for arbitration, to create
surpluses out of revenues received, to invest unexpended revenues
in United States Bonds; and relating generally to county roads
and bridges in Worcester County.

Section 1. Be it enacted by the General Assembly of Maryland,
