respect be treated the same as county taxes. The County Commis-
sioners are further authorized to have said removal made by county
employees or to contract for said removal by an independent con-
tractor or contractors for such periods and upon such terms as they
may establish. The County Commissioners are further authorized
to provide and establish necessary dumps to take care of the disposal
of the garbage, ashes, trash and other waste matter collected, as they
may deem necessary to carry out the provisions of this section.

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency law and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

CHAPTER 179
(House Bill 335)

AN ACT to legalize the 1957 Edition of the Code of Public Local
Laws of Howard County, being Article 14 of the Code of Public
Local Laws of Maryland, published under the direction of the
Board of County Commissioners of Howard County and edited by
Carl N. Everstine, and making provisions for the publication, sale
and distribution thereof.

Section 1. Be it enacted by the General Assembly of Maryland,
That the 1957 Edition of the Code of Public Local Laws of Howard
County, being Article 14 of the Code of Public Local Laws of Mary-
land, published under the direction of the Board of County Commis-
sioners of Howard County and edited by Carl N. Everstine, be and
the same is hereby legalized. Said Code shall contain all Public Local
Laws relating to Howard County in effect at the completion of the
1957 Regular Session of the General Assembly of Maryland; it shall
be deemed and taken in all the Courts of the State and by all Justices
of the Peace and Trial Magistrates of the State and by all other public
officials of the State and of any political sub-division thereof to be
evidence of the Public Local Laws of Howard County in existence
at the time of compilation.

Sec. 2. And be it further enacted, That the Board of County Com-
missioners of Howard County be and it is hereby authorized and
directed to make an appropriation to provide for the publication of
said Code; and it further is authorized to provide for the sale and dis-
tribution of said Code.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1957.
