Maryland (1951 Edition and 1956 Supplement), title "Natural Re-
sources", sub-title "Birds, Game and Inland Water Fish", sub-
heading "Raising Game in Captivity", relating generally to the
issuance of permits for certain shooting grounds and to the regula-
tion of shooting of certain wild game and relating further to the
issuance of special licenses to non-residents to hunt certain wild
game.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sub-sections (b) and (c) of Section 180 of Article 66C of the
Annotated Code of Maryland (1951 Edition and 1956 Supplement),
title "Natural Resources", sub-title "Birds, Game and Inland Water
Fish", sub-heading "Raising Game in Captivity", be and the same
are hereby repealed and re-enacted with amendments to read as
follows:

180.

(b)  The Game and Inland Fish Commission may issue permits
authorizing the establishment and operation of regulated [pheasant]
shooting grounds when in the judgment of the Commission such
areas will not conflict with any reasonable prior public interest. The
fee for such permit shall be Twenty-five Dollars ($25.00) per season.
The Commission shall govern and prescribe by regulations the size
of the areas, the method of hunting, the open and closed seasons, and
taking of [birds] gamenamely; wild turkey, pheasant, bob white,
quail, chukar partridge, and mallard ducks
with tags furnished by
the Commission at a reasonable fee, the releasing, possession and
use of legally propagated game birds thereon; and may require such
reports as deemed necessary concerning the operation of said areas.
Any permit issued under the provisions of this section may be re-
voked for a violation of any provision or any regulation made by the
Commission relating to private pheasant PRIVATELY regulated
shooting grounds.

(c)  The Game and Inland Fish Commission may issue special li-
censes to non-residents to hunt on regulated [pheasant] shooting
grounds for [pheasants] wild turkey, pheasant, bob white, quail,
chukar, partridge and mallard ducks
only as follows: The applicant,
if a non-resident of the State of Maryland, shall pay to the issuing
agent with whom he or she files his or her application, the sum of
Five Dollars and Twenty-five Cents ($5.25) as a license fee. The
agent shall thereupon issue a license and tag to be supplied to said
agent by the director and the license shall bear the signature of the
Director and shall be countersigned by the agent issuing same, who
shall at the same time fill out a stub attached to the license blank,
the name and address of the licensee and shall then detach said
stub and mail to the Director the first day of each and every month
in each year, said license shall be void on the thirtieth day of June
in each year following the date of issue.

The agent shall retain as compensation for issuing each of the
above licenses, the sum of twenty-five cents (25¢) the balance of
said fee to be paid and accounted for as prescribed by law in this
Article, and the agent shall deliver the license properly executed to
the applicant in person or by mail without further cost; said licensee
shall insert his or her name on the license in ink at the time of pur-
chase. Such license shall not be transferable and if used or presented
