Dear Mr. President:
I have today vetoed Senate Bill 648, which authorizes clam dredging
in certain waters of Kent County. As originally introduced, the bill
was not so restricted. Hundreds of outstanding citizens, including a
great many property owners in Kent County and local officials, have
protested the signing of this bill. They particularly cite the unde-
sirable effects of clam dredging in Talbot and Queen Anne's Counties,
which has engendered substantial controversy in those localities.
Most of the protestants also point out the unfair discrimination
of concentrating clam dredging only in the area of certain proper-
ties, while prohibition in other areas serves to protect shore proper-
ties there located. The question of permitting any clam dredging,
even under close restriction and supervision, is becoming increasingly
debatable. It appears obvious that at least there should be no dis-
criminatory concentration whereby property in certain areas of Kent
County receives complete immunity, while the entire burden is thrust
upon unwilling shore front property owners in other areas.
For the compelling reasons hereinbefore cited, I have vetoed Senate
Bill 648.

AN ACT to repeal and re-enact, with amendments, Section 102, Sub-
sections (b), (d), (e), and (f) of Article 77 of the Annotated Code
of Maryland (1956 Supplement), title "Public Education", sub-title
"Chapter 8. Teachers' Certificates, Salaries and Pensions"; Sec-
tion 153, Sub-sections (d), (e), and (i) of said Article, sub-title
"Chapter 11. County Superintendent of Schools"; and Section
213 of said Article, sub-title "Chapter 19. Source and Distribution
of Income", providing for the minimum schedule of salaries to be
paid to public school teachers, principals, supervising teachers, and
other personnel in this State for the school year 1957-58 and there-
after; making general provision for the details of such salary pay-
ments; and generally amending the laws of this State concerning
public school teachers AND STATE AID TO PUBLIC EDUCA-
TION IN THIS STATE; TO ADD SUB-SECTIONS (C-1) AND
(F-2) TO SECTION 283 OF ARTICLE 81 OF SAID CODE
(1951 EDITION AND 1956 SUPPLEMENT), TITLE "REVE-
NUE AND TAXES", SUB TITLE "INCOME TAX", TO FOLLOW
