1630 Joint Resolutions
Resolved by the General Assembly of Maryland, That the Comp-
troller of the State of Maryland and any disbursement officer of any
agency, board or commission of this State be requested to refuse final
payment to any NONRESIDENT GENERAL ROADS CONTRAC-
TOR, BUILDING CONTRACTOR OR PRIME CONTRACTOR,
contractor for any work completed on any project, payable by the
State from monies appropriated in the State Budget or Capital
Improvement Program unless the Comptroller or disbursement
officer receives a certification that such contractor has paid any
and all permit fees, sales taxes, withholding taxes, income taxes,
excise taxes or other taxes imposed under the laws of this State or
any political subdivision thereof which are incurred, imposed or due
in connection with said projects; and be it further
Resolved, That the Secretary of State be instructed to send copies
of this resolution to the Comptroller, the Board of Public Works, the
State Budget Director, the State Roads Commission and the Maryland
Port Authority.

(Senate Joint Resolution 32)
Senate Joint Resolution expressing deepest regrets over the untimely-
passing of the Honorable James Weinroth, Senator from Cecil
County.
The Members of the General Assembly of Maryland have heard
with much sadness and distress of the untimely passing of their friend
and colleague from Cecil County, the Honorable James Weinroth.
Senator Weinroth was a graduate of the University of Pennsyl-
vania and of the Temple University School of Law. He practiced in
Cecil County for many years and took a prominent part in the political,
social and fraternal life of his county and state.
"Jimmie" Weinroth was of quiet, friendly demeanor. His convic-
tions were independent at all times. He had a never failing sense
of good humor and with a dry quip could quickly reach to the heart
of any problem.
He represented his county and the State of Maryland in a states-
man like manner. In his passing, the State of Maryland and Cecil
County have lost a gentleman and an able legislator. We long will
value the association and friendship that we had with him and count
among the high privileges of public office in the General Assembly
of Maryland, to have known and worked with "Jimmie" Weinroth;
now, therefore, be it
