the construction of suitable protective devices around "Middle Point";
and be it further
Resolved, That in this work the joint action be enlisted of the State
Archivist of Delaware, the Chief Engineer of the Highway Depart-
ment of the State of Delaware and the Board of Natural Resources
of the State of Maryland, which Board is authorized and empowered
to accept funds from any organizations, corporations, or any in-
dividual, and to expend such funds in cooperation with authorized
agencies of the State of Delaware; and be it further
Resolved, That efforts should be made by the two States to erect
suitable monuments around "Middle Stone", securing the necessary
land therefor, and also that some marker or other form of recogni-
tion should be set upon historic Taylor's Island at the Chapel of Ease;
and be it further
Resolved, That the State Roads Commission of Maryland be re-
quested to place a suitable historic marker at one or more points
along the highways of Maryland calling attention to the location of
the historic significance of the two monuments at "Middle Point";
and be it further
Resolved, That the Secretary of State of Maryland be directed to
send copies of this Resolution under the Great Seal of the State of
Maryland to the Governors of the States of Maryland and Delaware
and the Maryland Historical Society, the Wicomico County Historical
Society, THE DORCHESTER COUNTY HISTORICAL SOCIETY,
the Sussex County Archeological and Historical Association, the
Chief Engineer of the Highway Department of the State of Dela-
ware and the State Roads Commission of Maryland.

(Senate Joint Resolution 31)
Senate Joint Resolution requesting the Comptroller and any disburse-
ment officer of any agency, board or commission of this State to
refuse final payment to CERTAIN NONRESIDENT contractors
on state projects unless the Comptroller or disbursement officer
receives a certification that State and local taxes incurred in con-
nection with such a project have been paid.
Whereas, The Budget and Capital Improvement programs of the
State of Maryland will involve large sums of money to be expended
toward construction projects; and
Whereas, There have been many out of state contractors who have
profited from business in the State of Maryland on state projects,
without paying the just State taxes incurred, imposed or due in con-
nection with such projects; now, therefore, be it
