1622                             Joint Resolutions

of the occupants of such houses and to their detriment and generally
to the detriment of the people of Washington County; and

Whereas, An unknown number of persons are residing in said
County under housing conditions unfavorable to the general health
and well-being of these persons; and

Whereas, There are, or should be, agencies of our State and local
governments established to deal with these problems; and

Whereas, It is apparent that these agencies have not offered a
satisfactory solution to the existing situation; and

Whereas, It is in the public interest and welfare that the reasons
for this condition be ascertained and a solution arrived at; and

Whereas, A survey may indicate the need for the enactment of
necessary legislation; now, therefore, be it

Resolved by the General Assembly of Maryland, That the Gov-
ernor be requested to appoint a special committee to appraise and
study and make a written report, setting forth the finding of facts
and recommendations on the housing conditions in Washington
County as they relate to the general health, safety and welfare of
the residents of Washington County; and be it further

Resolved, That this committee be composed of not less than one
(1) representative of the following departments, agencies and organ-
izations, but not limited in number to these groups:

1.   The Office of the State's Attorney of Washington County.

2.   The Department of Welfare.

3.   The Department of Health.

4.   The Board of County Commissioners of Washington County.

5.   The General Assembly of Maryland.

6.   The Juvenile Court of Washington County.

7.   The Community Chest of Washington County.

and be it further

Resolved, That copies of this report and recommendations as a
result of the investigation and study of this committee be furnished
the Board of County Commissioners of Washington County, the
members of the General Assembly from Washington County, and the
Governor of Maryland.
