interest in the 1956 fiscal year, resulting in the interest deficiency-
referred to above; and
Whereas, An improvement in the earnings of the fund would de-
crease the financial burden upon the taxpayers and would improve
the retirement income payable from the contributions of the teachers
and employees; and
Whereas, The State's retirement and pension laws have been the
subject of numerous bills submitted to the General Assembly, many
of which have been enacted into law, and there is considerable grounds
for belief that many administrative and statutory improvements
might be effected to benefit both the taxpayers and the members of
the retirement systems; now, therefore, be it
Resolved by the General Assembly of Maryland, That a thorough-
going analysis of the administration, fiscal, management, operation
and legal structure of the retirement and pension laws applicable to
the State employees, teachers and State Police be undertaken by the
Special Committee on Taxation and Fiscal Matters of the Legislative
Council; and be it further
Resolved, That the Board of Trustees of the Employees' Retire-
ment Fund, the Board of Trustees of the Teachers' Retirement Fund
and the Board of Trustees of the State Police Retirement Fund be
and they are hereby requested to give all possible assistance to the
Committee on Taxation and Fiscal Matters for the purpose of con-
ducting said study, including but not limited to the production of
such actuarial data and analyses as the Committee may require; and
be it further
Resolved, That all officials and agencies of the State Government
be and are hereby requested to furnish whatever information and
assistance may be needed for the purposes of the Committee's re-
search to the end that a report, with any recommendations deemed
appropriate by the Committee, be presented to the 1958 session of
the General Assembly by the Legislative Council.

Whereas, It has been brought to the attention of the General

County affecting the sanitation conditions, health, safety and welfare
