Whereas, it might well be that this informal group could become
and be used by the Commissioner as an effective instrument for con-
tinuously channeling to his office the problems and ideas of the
present personnel officers; and
Whereas, it is possible also that in other State offices which do not
now have someone personally responsible for personnel problems an
individual might be so designated; and
Whereas, this interchange of ideas could take place without the
addition of new positions, since the main need is simply one of
formalizing the operation of existing personnel and machinery; now,
therefore be it
Resolved by the General Assembly of Maryland, That the Com-
missioner of Personnel be requested to establish more definite and
formal procedures covering the flow of information concerning the
personnel problems in the offices of the several departments and
agencies of the State Government, with the purpose of assuring to the
Commissioner of Personnel a constant awareness of these depart-
mental matters and a continuing effort to solve personnel problems
common throughout the State service.

(Senate Joint Resolution 5)
Joint Resolution recommending that the State Department of Edu-
cation strengthen its central recruiting effort for new teachers.
Whereas, the Committee on Taxation and Fiscal Matters, in its
study of teachers' salary questions, was impressed with the need for
strengthening and expanding the recruiting effort on the part of the
State of Maryland to assure a constant supply of new teachers for
the expanding school population; and
Whereas, the Committee noted that other States have extended
their own recruiting efforts into teacher training institutions in
Maryland, thus making it doubly necessary that this State act with
vigor in an attempt to hold its own students for the teaching pro-
fession; and
Whereas, It was the belief of the Committee on Taxation and
Fiscal Matters that the State Department of Education should pro-
vide leadership and coordination in this recruiting field; now,
therefore be it
Resolved by the General Assembly of Maryland, That the State De-
partment of Education be requested to strengthen and expand, in
