Resolved by the General Assembly of Maryland, That the President
of the Senate of Maryland and the Speaker of the House of Delegates
be requested to collaborate in the appointment of a special non-
partisan commission of persons not directly connected with govern-
mental affairs in Maryland to conduct a thorough inquiry into legis-
lative salaries in Maryland; and be it further
Resolved, That this commission be requested to compile information
as to legislative salaries and salary trends throughout all forty-eight
States and to make recommendations to the General Assembly which
meets in 1958 as to the future policy of the State of Maryland with
respect to legislative salaries; and be it further
Resolved, That any office or agency of the State Government having
information or facilities which may be of assistance to this commis-
sion be requested to grant all possible help and aid to the work of
the commission.

(Senate Joint Resolution 3)
Joint Resolution recommending that the State Commissioner of Per-
sonnel establish definite procedures for maintaining a continuing
liaison with all departments and agencies of the State Government.
Whereas, the Committee on Taxation and Fiscal Matters follow-
ing an intensive study of administrative problems and compensation
policies of the several departments and agencies of the State Govern-
ment had recommended that improvement could be made in the
degree of liaison between the office of the Commissioner of Personnel
on the one hand and the several operating departments and agencies
on the other hand; and
Whereas, it was the recommendation of this Committee that the
Commissioner of Personnel should have frequent and regular contact
with agency personnel officers in order to have the advantage of their
operating experience in dealing with problems of a general nature,
and also in order to obtain more complete uniformity in interpreta-
tion and application of policies that have already been established;
and
Whereas, the recent action of personnel officers in the major
State agencies of forming an informal discussion group among them-
selves demonstrates their recognition of the need for the interchange
of information; and
