such hearing, impose a penalty, which shall be in addition to any
other penalty imposed by this sub-title, not exceeding five hundred
dollars, upon any motor carrier which fails to file any report within
the time prescribed which may be required by this sub-title or by
the Comptroller pursuant to this Article , or which violates any other
provision of this sub-title, or which fails to comply with any regula-
tion of the Comptroller promulgated pursuant to this sub title, each
such failure violation constituting a separate offense. FOR THE RE-
FUSAL OR FAILURE TO FILE A REPORT WITHIN THE TIME
PRESCRIBED PURSUANT TO THIS SUB-TITLE, SUCH PEN-
ALTY TO BE IMPOSED UNDER THE PROVISIONS OF SEC-
TION 125 (B) OF ARTICLE 56 OF THIS CODE AS AMENDED
FROM TIME TO TIME. FAILURE TO COMPLY WITH ANY
RULE OR REGULATION ISSUED BY THE COMPTROLLER
PURSUANT TO THE PROVISIONS OF THIS SUB-TITLE SHALL
BE DEEMED TO BE A VIOLATION THEREOF, EACH SUCH
FAILURE OR VIOLATION CONSTITUTING A SEPARATE
OFFENSE AND BEING PUNISHABLE BY A FINE OF NOT EX-
CEEDING $500.00 FOR EACH SUCH OFFENSE. The penalty
shall be collectible by the process of the Comptroller as provided by
law. In addition to imposing such penalty, or without imposing any
penalty, the Comptroller may suspend or revoke any certificate, per-
mit or other evidence of right issued by the Comptroller which the
motor carrier so found in default holds'.
422. Appeal.—Any motor carrier convicted under this sub-title
shall have the right of appeal to the Circuit Court of the county hav-
ing jurisdiction or to the Superior Court of Baltimore City and from
said court to the Court of Appeals of Maryland.
423. Tax in addition to all other taxes.—The taxes imposed on
motor carriers by this sub-title are in addition to any taxes of what-
ever character imposed on such carriers by any other provision of
law.
424. (A) THE DEPARTMENT OF MARYLAND STATE PO-
LICE IS HEREBY AUTHORIZED AND DIRECTED TO ASSIST
IN THE ENFORCEMENT OF THE PROVISIONS OF THIS SUB-
TITLE.
(B) THE STATE ROADS COMMISSION IS AUTHORIZED AND
DIRECTED TO REQUIRE THAT THE UNIFORMED OFFICERS
ASSIGNED TO THE SEVERAL TRUCK WEIGHING STATIONS
THROUGHOUT THE STATE ASSIST IN THE ENFORCEMENT
OF THE PROVISIONS OF THIS SUB-TITLE; AND FOR THIS
PURPOSE SUCH UNIFORMED OFFICERS SHALL HAVE THE
POWERS OF PEACE OFFICERS, INCLUDING THE POWERS
OF MAKING ARRESTS, SERVING PROCESS, APPEARING AS
WITNESSES IN COURT AND FOR THE PERFORMANCE OF
SUCH OTHER ACTS AS MAY BE NECESSARY AND PROPER
FOR PEACE OFFICERS IN THE ENFORCEMENT OF THIS
SUB-TITLE.
424. 425. Nothing in this sub-title shall apply to any vehicle oper-
ated by or on behalf of any department, board, bureau, commission,
