AN ACT to add twenty-four new sections to Article 19 of the Code
of Public Local Laws of Maryland (1930 Edition), title "St. Mary's
County", to be known as Sections 175 through 197A, inclusive,
under the new sub-title "Sanitary Districts", and to follow im-
mediately after Section 174 thereof; creating certain sanitary dis-
tricts within St. Mary's County, Maryland, and to incorporate the
same; to provide for the government thereof; to provide for the
construction, maintenance, operation, purchase, condemnation or
acquisition by gift of water supply, sewerage and drainage sys-
tems; and the purchase or condemnation of any land, structures or
buildings or any stream bed, water way, water rights, or water-
shed or any rights therein required for use in the construction,
maintenance or operation of water supply, sewerage and drainage
systems; to provide for the issuance of bonds for the purpose of
such construction and the levy of taxes, assessments and benefits,
water charges and rates for the payment of said bonds in each
district; to provide for the operation, maintenance, regulation and
control of said systems; and to provide penalties for certain
offenses defined herein, and for other purposes.
Section 1. Be it enacted by the General Assembly of Maryland,
That twenty-four new sections be and they are hereby added to
Article 19 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "St. Mary's County", to be known as Sections 175 through
197A, inclusive, under the new sub-title "Sanitary Districts", and to
follow immediately after Section 174 thereof; and all to read as
follows:
175. For the purpose of carrying out the provisions of this sub-
title, the sanitary districts created hereafter shall be under the juris-
diction of a Commission of three persons, all of whom shall be ap-
pointed by the Board of County Commissioners of St. Mary's County,
and all of whom shall reside in St. Mary's County and be resident
tax payers of said county and qualified voters thereof. The term of
each of the three members shall be six years or until their successors
are appointed and have qualified, except that the first Commissioner
named by said Board of County Commissioners shall serve for two
years, the second for four years and the third for six years from the
date of their appointment, and as the term of each Commissioner
expires, his successor shall be appointed by the Board of County
Commissioners of St. Mary's County. Any vacancy in the personnel
of the Commission shall be filled by appointment by the Board of
County Commissioners of St. Mary's County for the unexpired term.
The Commission shall elect one of its members as Chairman, and shall
appoint, discharge at pleasure and subject to the approval of the
Board of County Commissioners of St. Mary's County, shall fix the
compensation of the Secretary-Treasurer, a chief engineer, and such
engineering, legal, clerical and other personnel and help, as from time
