of this State, and in no case later than ninety days from the date
received,] filing of individual income tax returns on the due dates as
prescribed herein, and in no case later than six months thereafter,
the Comptroller shall pay over and distribute to the counties and
cities of this State the respective shares to which they are entitled
under § 319 of this sub-title.
Sec. 2. And be it further enacted, That this Act is hereby de-
clared to be an emergency measure and necessary for the immediate
preservation of the public health and safety and having been passed
by a yea and nay vote, supported by three-fifths of all the members
elected to each of the two Houses of the General Assembly of Mary-
land, the same shall take effect from the date of its passage.

(House Bill 20)
AN ACT to add Section 55 (d) to Article 66½ of the Annotated Code
of Maryland (1951 Edition and 1956 Supplement) title "Motor
Vehicles", sub-title "Administration—Registration—Titling", said
new section to follow immediately after Section 55 (c) thereof,
providing an exemption from registration of certain out-of-state
vehicles when used in seasonal farming operations AND RELAT-
ING GENERALLY TO THE ADMINISTRATION OF SUCH
PROVISION.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 55 (d) be and it is hereby added to Article 66½ of the
Annotated Code of Maryland (1951 Edition and 1956 Supplement)
title "Motor Vehicles", sub-title "Administration—Registration—
Titling", said new section to follow immediately after Section 55 (c)
thereof and to read as follows:
55.
(d) The exemptions contained in this section shall also apply to
any motor vehicle, trailer or semi-trailer validly registered in another
State, and bearing valid license plates issued by such State, for the
use of which the owner or lessee of a farm has contracted as an
incidental part of the harvesting of a crop from such farm, while
such vehicle is engaged in moving farm produce from such farm as
an incidental part of such harvesting operations, along a public
highway for a distance not to exceed ten miles to a storage house,
packing plant, market or transportation terminal, when such use is a
seasonal operation WHICH IS BROUGHT INTO THIS STATE BY
A NON-RESIDENT FOR THE PURPOSE OF TRANSPORTING
SEASONAL FARM OR CROP WORKMEN TO BE EMPLOYED
