ing industry of the State, and he shall, as far as possible, equitably
apportion the appointments to be made by him between the tobacco
growing counties of the State.
(b) The Inspector [, with the approval of the Governor,] shall
appoint as many full-time or part-time employees who are competent
and qualified to grade tobacco, to be known as tobacco graders or
samplers, as he may deem necessary [but the total compensation of
said graders shall not exceed Four Thousand Five Hundred Dollars
($4,500.00) per year, nor shall the annual salary of any grader ex-
ceed Two Thousand Two Hundred and Fifty Dollars ($2,250.00)]
at such salaries as may be provided for in the annual budget. The
Inspector in making said appointments shall only appoint persons
who have been trained by the United States Department of Agri-
culture in co-operation with the State Board of Agriculture and each
of said persons so appointed or to be appointed must have a certifi-
cate of competency from said United States Department of Agri-
culture and the State Board of Agriculture, showing that he is
competent and qualified.
(c) The said graders or samplers shall have the power and au-
thority, and it is hereby declared to be their duty, to fix and establish
proper grades for Maryland grown tobacco, and in so far as it is
practicable to do so, they shall follow as closely as possible the grades
established by the United States Department of Agriculture. It
shall be the duty of the graders or samplers to grade all Maryland
grown tobacco sold or offered for sale on or through the Baltimore
market, whether said tobacco is stored in the State Tobacco Ware-
houses or in other warehouses, and for this purpose said graders
or samplers shall have the authority to go into other warehouses
where tobacco is stored at the time samples are being taken.
(d) Provided, however, that the tobacco of a grower or shipper
shall not be graded if, at the time said tobacco is placed in the ware-
house or shipped to the selling agency, there is a written statement
from said grower, his agent, or shipper, that he does not wish his
tobacco to be graded.
12. The salaries and wages of the inspector and all employees in
and for said warehouses, as also all operating expenses of said ware-
houses, shall be paid from the [receipts thereof, and from no other
source] appropriation in the annual budget.
15. The hours of labor in the several tobacco warehouses [in the
City of Baltimore] shall be [from seven o'clock A. M. until twelve
o'clock M., and from one o'clock P. M. until six o'clock P. M.] those
hours customarily observed by other State Departments, and con-
sidering holidays, unless such hours shall be changed by order of the
Inspector of Tobacco.
16. All tobacco [landed or] delivered at any of the warehouses in
the City of Baltimore, for inspection, shall be taken charge of by
the inspector, through his receiving clerk, and the parties delivering
the same shall be entitled to receive, upon demand, the inspector's
receipt therefor.
17. It shall be the duty of the inspector to cause each hogshead of
tobacco [landed or] delivered at the warehouses to be numbered in
