than 4 1/8 inches by 9½ inches; and the weight of all balloting
material, including the ballot, instructions and envelopes, shall not
exceed eight-tenths of an ounce. If, however, it is impracticable to
secure paper, envelopes and other ballot material which will conform
to the foregoing dimensions and weight, or if any Act of Congress
changes the aforesaid dimensions or weight, the Commission is
authorized to vary the same.
(d) Postage for Ballots. The Commission is hereby granted the
power, in its discretion, to authorize the use by the Board of postage,
including air mail postage, for the transmittal of all ballot material
to Absentee Residents and the return of the return envelope, the
ballot envelope and ballot by Absentee Residents including the power
to use different kinds of postage depending on the location of the
Absentee Resident and the time or times at which the ballot material
is mailed. The cost of any and all postage, so authorized, and used
by the Board shall be paid by the City of Baltimore, and the Com-
mission and said Board are authorized to arrange with the Board
of Estimates for the making of payments for such postage.
(e) Instructions. The Commission is also authorized, in its dis-
cretion, to permit the Board to designate the precinct and Council-
manic district of the Absentee Resident on the Ballot Envelope and
to add to, alter, change or modify the content or form of the instruc-
tions to voters provided for in Section 273 of this sub-title, if it
deems such action would further effectuate or aid the purposes
of this sub-title.
(f) Cooperation with Federal Authorities. The Commission is
further authorized and empowered to co-operate with all Federal
authorities in facilitating and expediting voting by all Absentee Resi-
dents and to cooperate with the election officials of Baltimore City
in all matters relating to voting by such Absentee Residents in any
elections covered by this sub-title and in all matters relating to the
registration of Absentee Residents.
(g) Effect of Rules and Regulations. All rules and regulations of
the Commission shall be binding upon and shall be followed by the
Board.
282. Board of Registry. The Board shall also act as a Board of
Registry, as Judges of Election, and as a Board of Canvassers, as
the case may be, whenever the duties imposed upon it by this sub-
title make it appropriate or require that it so act. When acting
either as a Board of Registry, as Judges of Election, or as a Board
of Canvassers, the Board shall have, possess and exercise all the
authority, powers and discretion conferred by law upon said Boards
of Registry, Judges of Election and Boards of Canvassers, respec-
tively. The Board of Supervisors of Elections of Baltimore City is
hereby granted the authority to appoint such numbers of temporary
Boards of Registry and such numbers of temporary Judges of Elec-
tions as said Board may deem necessary to adequately and promptly
carry out the provisions of this sub-title. Each temporary Board of
Registry shall consist of two members, one of whom shall be regis-
tered as a member of the Democratic Party and one of whom shall
be registered as a member of the Republican Party, and each such
Board of Registry is hereby authorized to register Absentee Resi-
dents entitled under this sub-title to registration in the manner
