is committed to them by any Act of Congress providing for voting
by persons who are Absentee Residents, and to accept and expend
any funds made available to them or to the City of Baltimore by
Congress for the purpose of defraying the costs and expenses
incurred in connection therewith, including their services. The Board
is hereby authorized and empowered to use any and all facilities
that may be furnished by the United States or any department, com-
mission or agency thereof, pursuant to any Act of Congress or other-
wise, for the purpose of transmitting to and from Absentee Resi-
dents applications for absentee ballots, envelopes, instructions and all
other printed matter that may be permitted to be transmitted by
any Act of Congress and generally to co-operate in every way with
military and civil officers of the United States and with all such
departments, commissions and agencies thereof in order to enable
such persons to vote.
281. War Ballot Commission. (a) Members. There is hereby
created a War Ballot Commission of Baltimore City (hereinafter
referred to as the "Commission") which shall be composed of the
Mayor of Baltimore City, the President of the City Council, the City
Solicitor, W. Frank Roberts and the Hon. J. Abner Sayler. Said
Officers shall hold membership on the said Commission ex-officio,
for the time during which they continue to occupy their respective
offices, and vacancies among individuals named to the Commission
shall be filled by the Mayor by appointment of a member of the
political party necessary to maintain bipartisan representation be-
tween the two major political parties. The Commission shall meet
on call of the Mayor and, in the case of his absence or disability,
on the call of the President of the City Council, or any three mem-
bers. Three members of the Commission shall constitute a quorum
and the vote of the majority of those present at any meeting of the
Commission shall be necessary for decision on any matter before
the Commission. The Commission is authorized to appoint and
remove at pleasure such employees as may be necessary for the
performance of its duties under this sub-title and their compensation
shall be provided for by the Board of Estimates in the Annual Ordi-
nance of Estimates. Employment by the Commission hereunder shall
not entitle the person so employed to the benefits of any pension
laws of Baltimore City.
(b) Expenses. Members of the Commission shall be paid their
necessary expenses incurred in the performance of their duties here-
under. The Commission may receive assistance, financial or other-
wise, from the United States or any departments, commissions or
agencies thereof in carrying out the purpose of this sub-title.
(c) Rules and Regulations. The Commission is authorized and
empowered to make any and all rules and regulations deemed neces-
sary or useful to effectuate the carrying out of the provisions of
this sub-title, including particularly, but, without limitation, rules
and regulations governing the form, type, sizes of type, color of
absentee ballots, the arrangement of names of candidates on said
ballots, the location of Charter amendments, referenda or other
questions, if any, and all other necessary matters concerning Ab-
sentee Ballots, ballot envelopes, return envelopes, instructions and
any other necessary forms. Dimensions of the Absentee Ballot
Envelopes and any other materials shall be such that all balloting
material can be conveniently folded in a covering envelope not larger
