166. Seventh Congressional District. The Seventh Congressional
District shall be composed of the Fifteenth, Sixteenth, Twenty-first
and Twenty-eighth Wards, the First to the Eleventh Precincts of the
Twenty-fifth Ward, the Twenty-sixth to the Thirty-first Precincts,
inclusive, of the Twenty-sixth Ward, the Second to the Nineteenth A
Precincts, inclusive, the Twenty-seventh to the Thirty-second A
Precincts, inclusive, and the Thirty-eighth to the Sixty-second
Precincts, inclusive, of the Twenty-seventh Ward, all of Baltimore
City, AS SAID WARDS AND PRECINCTS ARE PRESENTLY
LAID OUT and shall be entitled to choose one Representative in the
House of Representatives.
REFERENDA
167. Certification of Referenda. (a) Constitutional Amendments.
Whenever a proposed Constitution or Constitutional amendment or
other questions submitted for popular approval to the voters of the
State OR LOCAL SUBDIVISIONS THEREOF, the Secretary
of State shall certify the same to the Supervisors of Elections
in the counties and the City of Baltimore, on or before the
fourth Monday in the month of July. Thereupon the said Super-
visors shall include the same in the publication provided for in Sec-
tion 72 of this Article. If questions of local concern are to be sub-
mitted for approval to the vote of the people of a county or a munici-
pality the same shall be certified to said Supervisors of Elections
within said period by the County Commissioners, County Councils or
the Treasurer of the City of Baltimore, as the case may be, and shall
be advertised as herein provided in the case of nominees for county or
city offices.
(b) Article XIA of Constitution. Questions arising under Article
XIA of the Constitution of Maryland (including demands or petitions
for the election of a charter board, amendments to any charter
previously adopted, nominations for members of a charter board, and
any proposed charter or form of government) shall be filed with the
Board of Election Supervisors, Mayor of Baltimore City, or Presi-
dent of the Board of County Commissioners, or the County Council as
the case may be, on or before the fourth Monday in the month of July
in the year in which there is to be a Congressional election at which
any such question is to be voted upon. The filing of any such question
to be voted upon at a general election other than a Congressional elec-
tion shall be completed on or before the day which is eight NINE
weeks or fifty-six SIXTY-THREE days prior to the day set by law for
the said general election. The filing of any such question with the
officer or officers specified in said Article XIA shall be construed also
to be a filing with the Board of Election Supervisors for the pur-
poses of this Article 33.
168. Charter Board. No petition for the election of a charter
board, under the provisions of Article XI A of the Constitution of
Maryland, title "Local Legislation"', shall be accepted or filed by the
Board of Supervisors of Elections of Baltimore City or any of the
counties, as the case may be, unless all of the signatures attached to
any such petition shall have been written thereon by the signers
within six months of the date when such petition is laid before the
Board of Supervisors of Elections of Baltimore City or any of the
counties, as the case may be. In signing any such petition in ac-
