the City of Baltimore on such days and at such times and places as
may be designated by the Board. Such registration days shall be
for the registration of persons who are not then registered voters of
the City, and shall be conducted as in this Article specified for regis-
tration in the City of Baltimore.
50. Precinct Lists. In Baltimore City, at least twenty nine TWEN-
TY-SEVEN days before every general election, the Board of Super-
visors of Elections shall cause to be prepared from the registration
cards a complete and official registration list for each precinct, con-
taining the names, party affiliations and addresses of all qualified and
duly registered voters in the precinct. The Board shall cause a copy
of each precinct list to be conspicuously posted and displayed at the
polling place in each such precinct not later than twenty-six days
before such election; and may provide a sufficient number of such
list, not to exceed fifty lists of each precinct, for distribution to such
candidates or political parties as shall apply therefor in the general
election and shall furnish such lists to any candidate for any office
which pays a compensation, either in the primary or general elections
at the rate of one-half a cent for each registered voter's name on the
lists furnished.
51. Precinct Check Authorized. (a) List of Voters. Whenever
the Board of Supervisors of Elections of Baltimore City shall deter-
mine that any precinct in Baltimore City is in need of a detailed
check for the purpose of correcting the registration lists thereof, it
shall deliver to one or more of its clerks a copy or copies of the
corrected precinct registration lists of the last preceding election,
together with the names and places of residence of any voters, not
on the lists, who have registered from the precinct since the precinct
lists were prepared. Such lists shall contain the names and places
of residence of all voters duly registered in such precinct and shall
be so certified by the Board. The Board shall, at the same time,
furnish to each of such clerks a sufficient number of change of resi-
dence cards on which registrants who have changed their residence
may apply to the Board for a transfer of registration, and a sufficient
number of information cards to be handed to non-registered voters
indicating when and where to register.
(b) Duty of Clerks. It shall be the duty of such clerk or clerks
to visit the place of residence of every registered voter of his, her
or their assigned precinct, and after diligent inquiry, to check the
names on such registration lists, indicating on the margin: (1) by
the word "Present" after the name of each voter, all such who still
reside at the same address as when the last election was held; (2) by
the word "Moved" after the name of each voter who before the elec-
tion removed from the precinct; and (3) by the word "Deceased"
after the name of each voter who has died. He shall also leave cards
with registered voters who have moved into the precinct and infor-
mation cards with all persons over twenty-one years of age who have
not registered, giving information as to where and when to register.
Two consecutive weeks shall be allowed for this checking of names.
(c) Notifications. Within thirty days after the completion of such
checking, the said Board shall cause to be mailed to each person be-
fore whose name appears the word "Moved", a notification to affirm
or deny the change of address by filling in and signing the necessary
