or more full time employees on duty regularly for accomplishing the
work of said office, the Supervisors, upon request at any time the
said office is open during the usual hours of business, shall permit
any person to register as a voter, or to transfer, affiliate or change
his registration subject to the requirement of Section 19 of this
Article; provided, however, that the Board of Supervisors of Elec-
tions shall appoint two registrars as provided for in Section 5 (b)
of this Article, except that one shall be appointed by the member
of the Board who shall have been selected from the political party
opposite that of the Governor and shall be removable by such mem-
ber of the Board in his discretion. The Boards of Supervisors of
Elections in each county or City may also in their discretion set up
such supplemental boards of registry as from time to time they may
deem necessary to aid and expedite the work of the permanent
Board; such supplemental Boards shall consist of AT LEAST two
members, each of opposite political parties and shall be appointed,
one by the Supervisors representing the majority political party and
one by the Supervisor representing the chief minority party, as the
said parties are now or may hereafter be constituted in this State.
TEMPORARY CERTIFICATES OF REGISTRATION
40. Temporary Certificates of Registration, (a) Issue. If at any
general, special or primary election, it shall appear that the original
registration form of any person presenting himself as a voter is not
among the cards constituting the precinct register for use on election
day, such persons PERSON may apply to the Board of Supervisors of
Elections, or a majority of them, on forms to be provided by said
Board, for a certificate entitling him to cast his ballot in spite of the
absence of such original registration form. Upon receipt of any
application of FOR such certificate, accompanied by proof of the
identity of the applicant, a majority of the Board shall inspect the
duplicate registration forms retained in the office of said Board,
and if such inspection discloses that the applicant is a duly regis-
tered voter, a majority of the Board shall make reasonable effort
to locate the applicant's original registration form. If such form
is not found, and if a majority of the Board shall be satisfied that
its absence is not due to fraud or malfeasance, such Board or a
majority thereof shall issue its certificate, a copy of which shall be
retained by the Board, to the judges of election of the precinct in
which the applicant is found to be a registered voter, which certificate
shall be marked "Temporary Certificate of Registration" and shall
be sufficient authority to permit such voter to cast his ballot in such
precinct as though his original registration form were present. Such
certificate, when presented to the judges of election, shall be retained
by said judges and returned to the Board of Supervisors of Elections
at the time prescribed for the return of the original registration forms.
(b) Duplicate Registration. At the same time a voter receives
such temporary certificate he shall sign a new original registration
form containing the same information shown by such voter's dupli-
cate registration form, which new original registration form shall
entitle such voter, subject to the provisions of this Article, to vote
at any subsequent election.
41. Correction of Registration List. (a) Applications. Any voter
may file with the Board of Supervisors of Elections, with the per-
