and unless excused for good cause by the Board of Supervisors they
shall be bound to serve in such positions for a period of two years.
(e) Oath. Following their appointment, all such judges shall
appear at the office of the Board of Supervisors of Elections in the
county or in Baltimore City, as the case may be. Each such person
shall take and subscribe to the oath prescribed in Article 1, Section 6
of the Constitution of Maryland. Said oath shall be taken and sub-
scribed to before one of the members of the Board of Supervisors,
and commissions shall thereupon be issued to such judges. In the
discretion of the Board of Supervisors in any county, such oath may
be taken and subscribed to upon forms to be supplied by said Board
before any officer authorized by law to administer oaths; and upon
receipt of any such form, duly executed, the Board shall issue a com-
mission therefor. In Baltimore City and Montgomery County, judges
of election may be sworn in by any member of the Board, any
registrar, or any assistant registrar.
(f) Compensation. The Board of Supervisors of Elections in the
several counties of the State shall have power to fix the compensation
of judges of election within the limits of the amounts authorized for
this purpose by the County Commissioners or County Council of each
county, respectively, provided that such compensation shall not be
less than $7.00 nor more than $20.00 per day for each day actually
served.
(g) Allegany County. In Allegany County, each judge of election
shall be paid the sum of $22.00 per sitting and not per day in full
payment for all services rendered in connection with any primary
or general election or return day or days. Each return judge shall
be paid the sum of $5.00 for delivering return sheets, binders and
registers to the office of the Board of Election Supervisors, and the
return judges for polling places outside the corporate limits of
Cumberland shall also be paid a travel allowance of $.07 per mile
for each mile traveled in connection with delivering said return
sheets, binders, and registers to the office of the Board of Election
Supervisors. In addition, each return judge shall be paid the sum of
$5.00 for appearing and qualifying on the day of qualification.
(h) Baltimore City. In Baltimore City, the Board of Supervisors
of Elections shall have the power in their discretion to fix the com-
pensation of judges of election at not more than $20.00 per day for
each election day and at not more than $15.00 per day for each regis-
tration or supplementary registration day.
(i) Removals. It shall be the duty of each Board of Supervisors
to examine promptly into any complaints which may be made to it
with reference to the fitness or qualifications of any person appointed
to be a judge of election; and it shall be the further duty of the
Board to remove from such position any judge found by it to be
unfit or incompetent for such position.
(j) Vacancies. Any vacancies in the position of judges of election
shall be filled by the Board of Supervisors in the manner hereinabove
prescribed for appointments to such positions.
10. Substitute Election Officials. If any judge shall not be present
at the expiration of fifteen minutes after the time for the opening
of the polls, the judge or judges present shall fill the place of the
