(b) Custodians. The Supervisors of Elections of Montgomery
County shall also employ and appoint a Custodian of Voting Machines,
a Chief Deputy Custodian and two Deputy Custodians, whose duty
it shall be to prepare the machines to be used in the elections to be
held therein. The Chief Deputy Custodian and one Deputy Custodian
shall belong to the other leading party from that to which the Custo-
dian shall belong. Such Custodian and Deputy Custodians under
the direction of said Board, shall have charge of and represent the
said Board during the preparation of the said voting machines, and
perform such other duties as may be prescribed from time to time
by the Board of Supervisors of Elections. Such Custodian and Deputy
Custodians shall each be paid the sum of $10.00 per diem for each
day they are engaged in the preparation, repair or maintenance of
said voting machines and they shall each be paid the actual expenses
incident to the operation of their automobiles in the performance of
their duties, as may be approved by the County Council. Each Custo-
dian shall take the Constitutional Oath of Office, which shall be filed
with the said Board. All such salaries in Montgomery County shall
be established in the annual appropriation resolution and levy in
Montgomery County, except that they may not be less than as speci-
fied hereinabove in this section.

9. Judges of Election, (a) Number. The Board of Supervisors
of Elections in each county and in Baltimore City biennially shall ap-
point for each election precinct in said county or City, as the case
may be, four (4) judges of election.

(b)  Qualifications. Each judge so appointed must be a legal voter
residing in the district or ward for which he is selected. He must
be able to speak, read and write the English language; and during
the time of acting as a judge must not hold or be a candidate for any
other public or political party office or employment. An equal num-
ber of such judges shall be selected from each of the two leading
political parties of the State; and the Board in making any such
appointment shall designate the persons intended by it to represent
each political party. Each Board of Supervisors of Elections may
prescribe such rules and regulations as they may deem necessary
for determining the qualifications of persons proposed for appoint-
ment as judges of election; and the Board may require the attendance
of such persons before it for examination with respect to their
qualifications.

(c)  Appointment. Each member of the Board shall have a veto
upon the proposed appointment of any such judge. If in any in-
stance in consequence of the use of such a veto, the Board of Super-
visors cannot agree upon an appointment, then the member or mem-
bers of the Board belonging to the political party entitled to be repre-
sented by such judge shall name three (3) eligible persons for such
office, and from this list the other member or members of the Board
shall appoint such judge. If all three members of the Board of
Supervisors of Elections in any county or in Baltimore City shall
file in their office a sworn statement in writing that a suitable person
cannot in their judgment be secured in any particular district or
ward to fill said position of judge, such position then may be filled
by a person otherwise qualified residing in another district or ward.

(d)   Tenure. The judges of election shall be appointed not later
than March 15 in any year in which a primary election is to be held;
