shall appoint biennially in each county of the State and in the City of
Baltimore, three persons who shall constitute the Board of Super-
visors of Elections of said county or city, as the case may be. Said
Supervisors shall be residents and voters in their respective counties
or in the City of Baltimore, and two of them shall always be selected
from the two leading political parties of the State, one from each of
said parties.
(b) Substitute Supervisors. The Governor at the same time and
in like manner shall appoint to each Board two substitute Supervisors,
selected from the two leading political parties of the State, one from
each of such parties. In the event of the temporary or permanent
incapacity from any cause of a regular member of said Board, or in
the event of a vacancy from any cause on the regularly constituted
Board, the substitute of the same political party as the regular mem-
ber so incapacitated or causing the vacancy shall serve in his place
until such incapacity shall have terminated or said vacancy shall
have been filled as hereinafter provided; and while so serving, the
said substitute shall have all the powers and authority and be sub-
ject to all the duties imposed by law upon a regularly appointed
Supervisor.
(c) Vacancies. In case of any vacancy on any Board of Super-
visors, whether as to a regular or a substitute member thereof, by
reason of death, resignation or otherwise, occurring when the Senate
is not in session, the Governor shall appoint some eligible person to
fill such vacancy for the remainder of the term of office of the person
originally appointed UNTIL THE END OF THE NEXT SESSION
OF THE GENERAL ASSEMBLY OR UNTIL SOME OTHER PER-
SON IS APPOINTED TO THE SAME OFFICE, WHICHEVER
SHALL FIRST OCCUR; provided, however, that if the latter was
appointed as the representative of a political party, then only a
person belonging to the same political party shall be eligible as his
successor.
(d) Eligible List. Before appointing such Supervisors of Elec-
tions, whether as regular or substitute members of their respective
Boards, and before filling any vacancy as hereinbefore provided, the
Governor shall request the State Central Committees representing
each of the two leading political parties of the State in each county
and in the City of Baltimore, as the case may be, to designate at least
four eligible candidates affiliated with the political party of such
State Central Committee for each such position. The Governor shall
appoint one of the persons so designated, unless in his judgment all of
said persons shall be unfit or incompetent. In such latter event he
shall file a written statement to that effect with the Secretary of
State, setting forth such fact and the grounds therefor, and shall
call upon the said Committee for the county or City, as the case may
be, for an additional list of at least four names of persons affiliated
with the political party of such State Central Committee and from
such supplementary list he shall make the particular appointment.
IF SUCH A LIST OR ADDITIONAL LISTS IS NOT SUBMITTED
BY SUCH STATE CENTRAL COMMITTEE IN ACCORDANCE
HEREWITH WITHIN TEN TWENTY DAYS AFTER SUCH RE-
QUEST, THEN THE GOVERNOR MAY MAKE SUCH APPOINT-
MENT FROM PERSONS OF HIS OWN SELECTION AFFILIATED
WITH THE POLITICAL PARTY OF SUCH STATE CENTRAL
COMMITTEE.
