Sec. 2. And be it further enacted, That no municipal corporation
within either of the areas added by this Act to the Maryland-Wash-
ington Regional District shall be authorized, by means of an amend-
ment to its charter or otherwise, to exercise any of the powers re-
lating to planning, sub-division control or zoning now or hereafter
granted by the said Maryland-Washington Regional District Act to
the Maryland-National Capital Park and Planning Commission or
the County Commissioners of Prince George's County. If this section
shall for any reason be held by any court of competent jurisdiction
to be invalid, it is hereby declared to be the intention of the General
Assembly that this Act is severable and that the remaining portions
of this Act would have been enacted without the invalid portions.

Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-

vation of the public health and safety, and having been passed by a

yea and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly of Maryland, the

same shall take effect from the date of its passage.

SEC. 3. AND BE IT FURTHER ENACTED, THAT THIS ACT
SHALL TAKE EFFECT JUNE 1, 1957.

CHAPTER 699
(House Bill 818)

AN ACT relating to the Maryland-National Capital Park and Plan-
ning Commission; to add a new section to the Maryland-Wash-
ington Metropolitan District Act, as enacted by Chapter 1008 of
the Laws of Maryland of 1943, and amendments thereto, said new
section to be known as Section I-B, to follow immediately after
Section I-A of said Act, the purpose of this Act being to add to the
area included within the Maryland-Washington Metropolitan Dis-
trict certain land in Prince George's County not now included
therein. AND TO PROHIBIT MUNICIPAL CORPORATIONS
WITHIN SAID AREA FROM EXERCISING POWERS RELAT-
ING TO PLANNING, SUB-DIVISION CONTROL, OR ZONING.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new section is hereby added to the Maryland-Washington
Metropolitan District Act, as enacted by Chapter 1008 of the Laws
of Maryland 1943, and amendments thereto, to be known as Section
I-B of said Act, to follow immediately after Section I-A of said Act
and to read as follows:

I-B. The following described area within Prince George's County
is hereby added to the Maryland-Washington Metropolitan District:
