as if subdivided or on any other basis. The State Tax Commission
shall have the power to establish criteria for the purposes of deter-
mining whether lands subject to assessment under this sub-section
are actively devoted to farm or agricultural use by the adoption of
rules and regulations. Such criteria shall include, but shall not be
limited to, the following:
(1) Zoning applicable to the land.
(2) Present and past use of the land INCLUDING LAND UNDER
THE SOIL BANK PROVISIONS OF THE AGRICULTURAL
STABILIZATION ACT OF THE UNITED STATES GOVERN-
MENT.
(3) Productivity of the land INCLUDING TIMBERLANDS AND
LANDS USED FOR REFORESTATION.
(4) The ratio of farm or agricultural use as against other uses of
the land.
Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

AN ACT to repeal and re-enact, with amendments, Section 278 (a)
of the Code of Public Local Laws of Baltimore County (1955 Edi-
tion, being Article 3 of the Public Local Laws of Maryland), title
"Baltimore County", sub-title "Title 21 Orphans' Court and Regis-
ter of Wills", to provide for the appointment of a Chief Appraiser
for said Court and two Assistant Appraisers and to fix their com-
pensation in Baltimore County.
Section 1. Be it enacted by the General Assembly of Maryland,
That Section 278 (a) of the Code of Public Local Laws of Baltimore
County (1955 Edition, being Article 3 of the Public Local Laws of
Maryland), title "Baltimore County", sub-title "Title 21 Orphans'
Court and Register of Wills", to provide for the appointment of a
Chief Appraiser for said Court and two Assistant Appraisers and
to fix their compensation in Baltimore County.
278. (a) On granting letters testamentary or of administration
or of collection by the Orphans' Court of Baltimore County, a warrant
or warrants shall issue under the seal of office authorizing two per-
sons of discretion, both of whom shall be selected by the Court and
neither of whom shall be related to the deceased nor interested in
the administration, to appraise the goods, chattels and personal estate
