such assessment shall become final and irrevocable and shall be
collected in the manner prescribed by Section 318 of this sub-title
or in any manner authorized by law for the collection of taxes due
and owing to the State of Maryland.

In the administration of this sub-title, the Comptroller is hereby
authorized to abate the unpaid portion of any tax, assessment or de-
ficiency or any liability with respect thereof if he determines by
regulation adopted pursuant to this section that the administration
and collection costs involved would not warrant collection of the
amount due.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 656

(House Bill 694)

AN ACT to add new Section 6B to Article 25 of the Annotated Code
of Maryland (1951 Edition and 1956 Supplement), title "County
Commissioners", sub-title "General Provisions", said new section
to follow immediately after Section 6A thereof, authorizing the
county commissioners of Cecil County to establish a building code.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 6B be and it is hereby added to Article 25 of the
Annotated Code of Maryland (1951 Edition and 1956 Supplement),
title "County Commissioners", sub-title "General Provisions", said
new section to follow immediately after Section 6A thereof, and to
read as follows:

6B. The county commissioners of Cecil County are hereby author-
ized to adopt and to amend from time to time a building code to
provide for the construction, maintenance and repair of any and
all buildings and structures, located or to be located in Cecil County,
to provide for the appointment of inspectors for the enforcement
thereof, and to provide penalties for the violation of said building
code. Said building code may incorporate by reference any code
or part thereof proposed by any governmental agency or any trade
or professional association for general distribution in printed form
as a standard model on any subject relating to construction, main-
taining or repairing buildings or other structures, provided that sub-
sequent amendments to any such model or standard code, shall not be
effective until specifically incorporated into such building code.

Sec. 2. And be it further enacted, That this Act shall take effect
June 1, 1957.
