250. (a) Selection of panel of 150.
It shall be the duty of the presiding judge of the Circuit Court
for Queen Anne's County, or one of the other judges, not less than
15 days before the beginning of each jury term of court, in the
presence of the active members of the bar of said court who have
not been excused, notice of the time and place having first been given
to each of said members by the crier of said court, or one of its
bailiffs, to fairly and impartially select from the taxpayers and
registered voters of said county, a panel of 150 persons, over 25
years of age, with special regard for the intelligence, sobriety and
integrity of each, but without regard as to his or her sex, race,
religious creed and political belief.
(b) Number selected from each election district.
The panel of 150 persons shall be selected from the several elec-
tion districts of said county as follows: first district, 19; second
district, 18; third district, 35; fourth district, 23; fifth district, 32;
sixth district, 10; and seventh district, 13.
(c) List of panel of 150.
The judge, or the clerk of court, in the presence of the judge,
shall make a list of the 150 persons so selected, beginning with the
first district and continuing in numerical order through the seventh
district, and number such persons from 1 to 150 consecutively, to
which said list the judge shall append his certificate to the effect
that said list was selected pursuant to law, and the clerk of court
shall keep and preserve said list and certificate as other proceedings
of the court are kept and preserved.
(d) Numbered marbles.
The clerk of court shall provide 150 white marbles numbered from
1 to 150, each of the same approximate size, which said marbles
shall be counted by the judge, or the clerk of court, in the presence
of the judge, and arranged on a board provided for the purpose in
numerical order, according to districts, so as to allocate to each
district the same number of marbles as the number of persons pre-
scribed by the provisions of Sub-section (b) of this section, which
said board and the marbles thereon shall remain in full view during
the time the panel of 150 persons is being selected.
(e) Jury box.
The clerk of the court shall also provide a jury box of such
dimensions as one of the judges shall prescribe divided into seven
equal parts so as to accommodate the insertion of seven drawers,
one for each election district, to be numbered from 1 to 7, inclusive,
which said drawers shall be so arranged as to afford three separate
compartments of different sizes, the largest size to be the receptacle
for the numbered marbles corresponding to the persons selected from
each of said election districts, the medium size to be the receptacle
for the numbered marbles corresponding to the jurors drawn from
each of said election districts, and the smallest size to be the receptacle
for the numbered marbles corresponding to such of the jurors from
each of said election districts as may be excused for any reason
after being drawn.
