them eligible to qualify for minimum Social Security benefits; and
providing for the application and for the expiration of this Act.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 8 (1) (b) of Article 73B of the Annotated Code of
Maryland (1951 Edition), title "Pensions", (which requires that any
member in service in the State Employees' Retirement System who
is not an elected or appointed official and who has attained the age of
70 shall be retired forthwith or on the first day of the next calendar
month) is temporarily waived in order to provide that any member in
service, who holds such membership by virtue of being an officer or
employee of a municipal corporation in this State and pursuant to
this sub-title "Employees of Municipal Corporations" in said Article
73B, who was at least 68 years and 6 months of age, and less than
70 years of age as of January 1, 1957, shall be continued in such
service by his appointing authority after he reaches the age of 70
years, until such member has served six calendar quarters in such
service after January 1, 1957, or until he has served the minimum
number of calendar quarters for him to qualify for minimum Social
Security benefits; but in no event shall such extended employment in
service continue beyond July 1, 1958. Such a continuation in em-
ployment is solely for the purpose of allowing the member in service
to qualify for minimum Social Security benefits and is not to be con-
strued as repealing or affecting in any manner any other require-
ment as to attendance, satisfactory performance or other working or
employment requirements concerning State employees.

Sec. 2. And be it further enacted, That this Act shall expire
automatically and with no further action required by the General
Assembly of Maryland, on July 1, 1958.

Sec. 3. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate preser-
vation of the public health and safety, and having been passed by a
yea and nay vote, supported by three-fifths of all the members elected
to each of the two Houses of the General Assembly of Maryland, the
same shall take effect from the date of its passage.

(House Bill 627)

AN ACT to repeal and re-enact, with amendments, Section 117 (b)
of Article 2B of the Annotated Code of Maryland (1951 Edition),
title "Alcoholic Beverages," sub-title "Restrictions Upon Li-
censees," amending the law concerning the sale of alcoholic bever-
ages to any youth or minor in the City of Annapolis.

Section 1. Be it enacted by the General Assembly of Maryland,
