54. (a). All persons whose lands will derive benefit from the
proposed improvements shall contribute to the cost and expense of
making the same; and the said Board of Drainage Viewers shall
adjudge thereof, and shall assess against such persons respectively
a sum proportional to the benefits accruing to their lands. The sums
so assessed shall be sufficient, less such amounts as may be received
from the County Commissioners or from any other source,
to cover
the costs of constructing or improving such ditches or drains or
other drainage works, the payment of damages awarded (if any),
the payment of compensations for adopted improvements previously
constructed (if any), the expenses of the Board of Drainage Viewers,
and the costs of forming the drainage organization.

(b) Notwithstanding any other laws to the contrary, the County
Commissioners are authorized to contribute all or any part of the
cost of any improvements authorized under this sub-title from general
funds of the County, or to allocate or use for paying all or any part of
the costs of any such improvement any other funds which may be-
come available for such improvements.

Sec. 2. And be it further enacted, That any contributions or pay-
ments heretofore made by the Boards of County Commissioners of
the several counties toward the cost and expense of constructing the
improvements authorized by Article 25, Sections 48 through 118,
sub-title "Draining Lands," be and the same are hereby validated
and confirmed.

Sec. 3. And be it further enacted, That this Act shall take effect
June 1, 1957.

CHAPTER 615
(House Bill 538)

AN ACT to add new Sections 430A, 430B, 430C, 430D and 430E to
Article 66C of the Annotated Code of Maryland (1951 Edition),
title "Natural Resources", sub-title "Livestock", to be under the
new sub-heading "Livestock Sales", and to follow immediately
after Section 430 of said Article, relating to the movement of ani-
mals through markets, sales agencies and dealers; generally relat-
ing to livestock sales, providing for licenses, and providing further
for penalties for violations.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 430A, 430B, 430C, 430D and 430E, be and they
are hereby added to Article 66C of the Annotated Code of Maryland
(1951 Edition), title "Natural Resources", sub-title "Livestock", said
new sections to be under the new sub-heading "Livestock Sales", and
