Commissioners", to follow immediately after Section 123 thereof,
and to be under the new sub-title "Prison Farms", authorizing
the County Commissioners or County Council of any county to
establish prison farms and relating generally to the establishment
and operation of such prison farms.
Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 123A to 123G, inclusive, be and they are hereby added
to Article 25 of the Annotated Code of Maryland (1951 Edition),
title "County Commissioners", to follow immediately after Section
123 thereof, and to be under the new sub-title "Prison Farms", all
to read as follows:
PRISON FARMS
123A. The Board of County Commissioners of any county is
authorized in its discretion to establish, maintain and operate a
prison farm. The Commissioners are authorized to acquire by pur-
chase or otherwise such property as may be needed for a prison farm,
and to provide for the disposition of or retention of existing county
jails. Prisoners committed to or held in the county jail may be
transferred to the prison farm.
123B. Prisoners committed to any prison farm shall be required
to work as they shall be directed, either within or without the prison
farm ON ALL LANDS LEASED IN CONNECTION THERE-
WITH,unless excused for good cause. The Commissioners shall deter-
mine whether compensation shall be payable for any work per-
formed by a prisoner.
123C. (a) The Commissioners shall have full and complete juris-
diction and control over the prison farm and land ALL LANDS
leased in connection therewith, and over all personal property and
equipment used in connection with the property committed to its
jurisdiction.
(b) The Commissioners may acquire by lease, purchase or other-
wise all necessary lands and buildings and all equipment, foodstuffs,
uniforms, clothing, books, ledgers, stationery, and all other articles
and things necessary for the carrying out of the duties imposed by
this sub-title.
(c) The Commissioners may appoint, fix the terms of service and
compensation of, and for cause deemed sufficient by the Commis-
sioners dismiss, all wardens, deputies, guards, keepers, farm man-
agers, janitors, physicians, chaplains and other necessary agents and
employees; and it may provide the warden of the prison and such
other duputies or assistants as they shall deem proper with food and
living quarters at the prison farm.
(C) THE MAINTENANCE, OPERATION AND ADMINISTRA-
TIVE RESPONSIBILITIES OF ANY PRISON FARM ESTAB-
LISHED HEREUNDER IN ANY OF THE SEVERAL COUNTIES
SHALL BE VESTED IN THOSE OFFICIALS WHO WOULD,
UNDER EXISTING LAWS, HAVE THE DUTY OF MAINTAIN-
ING, OPERATING AND ADMINISTERING JAILS OR SIMILAR
INSTITUTIONS IN THE COUNTIES.
