House Bill No. 1—By Mr. Hughes:
A Bill entitled "An Act to fix the rate of State income taxation for
the year Nineteen Hundred and Fifty-Nine (1959) in accordance with the
provisions of Section 33 of Article 81 of the Code of Public General Laws
of the State of Maryland (1957 Edition)."
Which was read the first time and referred to the Committee on Rules.
House Bill No. 2—By the Speaker (Legislative Council) :
A Bill entitled "An Act to repeal and re-enact, with amendments, Sec-
tions 4, 5, 6, 13 and 44 of Article 59 of the Annotated Code of Maryland
(1957 Edition), title 'Lunatics and Insane', sub-title 'Lunatic and Insane
Paupers', 'Insanity As a Defense in Criminal Cases', and 'Department of
Mental Hygiene'; and to repeal and re-enact, with amendments, Section 45
of Artcle 16 of said Code, title 'Chancery', sub-title 'Inebriates', amending
the laws concerning the chrges for care in certain institutions in this State
with respect to certain insane or feeble-minded persons and with respect
to certain inebriates or drunkards, modifying the laws concerning pay-
ments made by the several counties and the City of Baltimore for the care
of such persons, and relating generally to the institutions and the charges
for the care of certain insane or feeble-minded persons and of certain
inebriates or drunkards."

House Bill No. 3—By Mr. Murray:
A Bill entitled "An Act to add a new Section 565A to Article 43 of
the Annotated Code of Maryland (1957 Edition), title 'Health', sub-title
'Hospitals', to follow immediately after Section 565 thereof, making it
a misdemeanor to maintain and operate a hospital used as a nursing home
in violation of the minimum standards promulgated by the State Board of
Health covering safety and sanitation in physical plant, therapeutic and
laboratory facilities and equipment of hospitals used as nursing homes and
which are subject to the provisions of said sub-title and relating generally
to such offense."
