CHAP. L.
An Act for the benefit of the Washington Monument.
Whereas by an act to regulate lotteries, passed at December
session eighteen hundred and seventeen, a tax of five per cent.
was imposed on lotteries to be drawn thereafter in the state of Ma-
ryland: And whereas, the Washington Monument Lottery ap-
pears to be embraced in the letter of the said act, and as it is ma-
nifest that it could not have been the intention of the legislature to
impose a tax on a monument erected to the illustrious founder of
our liberties, or to throw obstacles in the way of completing a work
so honourable to the patriotism and gratitude of the state of Mary-
land, therefore,
1. Be it enacted, by the General Assembly of Maryland, That
the Washington Monument Lottery be exempted, and the same is
hereby exempted, from the payment of the tax on lotteries imposed
by the second section of an act, entitled, An act to regulate lotte-
ries, passed at December session eighteen hundred and seventeen,
any law to the contrary notwithstanding.

CHAP. LI.
An Act to authorise the Levy Court of Anne Arundel County to erect and esta-
blish a Warehouse for the Inspection of Tobacco in the City of Annapolis.
Whereas it is represented to this general assembly, that the
city of Annapolis would be an eligible site for the erection of a
warehouse for the inspection and exportation of tobacco, therefore,
1. Be it enacted, by the General Assembly of Maryland, That
the justices of the levy court of Anne-Arundel county be and they
are hereby authorised and required, to determine and fix upon the
most proper situation within the said city, and as near the naviga-
ble water, as conveniently may be, for the reception and inspection
of tobacco.
2. And be it enacted, That the said justices shall have full power,
on the application of any person or persons to erect a warehouse
at his or their own proper cost and expense, on the spot or place
designated and fixed on by the said justices, and also to procure or
purchase the necessary ground for the reception of the same, to au-
thorise such person or persons to proceed to erect the same; and the
said warehouse, when so erected and finished, with the necessary
beams, screws, weights, brands and marking irons, and all other
things necessary for the inspection of tobacco, shall be deemed and
considered a public warehouse, and the proprietor or proprietors
thereof may demand and shall be entitled to receive, one dollar,
money of the United States, for each hogshead of tobacco inspected
at the said warehouse, before such hogshead shall be removed, as a
full compensation for the expense of erecting such warehouse, and
keeping the same in repair, and for the providing proper screws,
beams, scales, weights, brands and marking irons, and all other
things necessary for the inspecting of tobacco, and for the payment
of the salary or salaries to the inspector or inspectors, as the pro-
prietor or proprietors of the said warehouse shall agree to pay;
and if any tobacco shall remain in the said warehouse above one
year after inspection, the proprietor or proprietors of such ware-
