CHAPTER 129.
A Supplement to an act, entitled, An act appointing Com-
missioners to revise and correct the original plot of the
Town of Cumberland, in Allegany county,
Sec. 1. Be it enacted, by the General Assembly of Maryland,
That Adam Sigler and David Shriver, junior, be and the same are
hereby appointed commissioners, in addition to those appointed by
the act to which this is a supplement.
2. And be it enacted, That in case of the death, resignation or
refusal to act, of either of the commissioners appointed by this or
the original act, then and in that case the remaining commission-
ers, or a majority of them, shall have full power and authority to
elect a proper and suitable person or persons to fill such vacancy.

CHAPTER 130.
' An additional supplement to the act, entitled, An act to es-
tablish and incorporate a Medical and Chirurgical Facul-
ty or Society in the State of Maryland.
Sec. 1. Be it enacted by the General Assembly of Maryland, That
an act, entitled, An act supplementary to an act for establishing a
medical and chirurgical society in the State of Maryland, passed
at December session eighteen hundred and sixteen, be and the same
is hereby repealed.
2. And be it enacted, That no person residing out of this state
shall be permitted to practise therein in medicine or surgery, with-
out being subject to the same regulations, and liable to the same
penalties imposed on persons resident in this state, any law to the
contrary notwithstanding.

CHAPTER 131.
An act for the relief of Peter Kemp, of Frederick County.
Whereas Peter Kemp, of Frederick county, hath represented
by his petition to this general assembly, that a certain road in said
county authorised to be opened by an act of the assembly, passed
at November session eighteen hundred and eight, was laid out
through his land in such a manner as to subject him to great ex-
pense and inconvenience, and that he has not received any compen-
sation for the damages done him by said road, and hath prayed
that he may be compensated for the damages which he has sustain-
ed, and his prayer appearing reasonable, therefore,
Sec. 1. Be it enacted, by the General Assembly of Maryland, That
the levy court of Frederick county be and they are hereby autho-
rised and empowered, on the application of the said Peter Kemp,
to appoint three disinterested freeholders of Frederick county to
ascertain what damages, if any, the said Peter Kemp has sustained
by reason of the said road having been located and opened through
his lands; and the said freeholders are hereby required to consider
the convenience, benefit, advantages and disadvantages, occasioned
by opening said road, and to return, under their hands the valua-
tion made by them to the levy court aforesaid, who shall levy the
amount so ascertained, if any, on the assessable property of said
county, to be collected and paid to the said Peter Kemp, his execu-
tors or administrators.
