5. And be it enacted, That the sums assessed upon the property
benefitted shall be a lien upon the same, and shall be collected by
the city collector, who shall be allowed therefor such commission
as the commissioners aforesaid shall judge reasonable, mid shall
be paid over by him to the mayor and city council of Baltimore,
and by them to the persons entitled to receive the same; the said
collector shall give twenty days notice of the time of payment in
two of the newspapers printed in the city of Baltimore, which time
shall he in thirty days after the return of the said commissioners
shall be filed as aforesaid; and should any sums assessed as afore-
said not be paid within that time, the collector shall be authorised
to sell the property, or any part thereof, on which such assessment
has been laid, giving not less than thirty days notice of such in-
tended sale in two of the said newspapers, and the collector on
receiving the purchase money on such sale; shall execute a deed of
conveyance therefor in favour of the purchaser, which deed shall
convey all the estate and interest of the person or persons assessed
and neglecting to pay as aforesaid, in or to such property, and
after deducting the costs of sale, advertising, &c. the collector shall
pay over the balance to the said mayor and city council, who shall
pay over the said balance, after deducting the amount assessed on
said property, to the persons entitled thereto, on demand, without
interest.
6. And be it enacted, That the said street shall not be extended
or opened over the ground of any person or persons entitled to da-
mages as aforesaid, until the consent in writing of such person be
obtained, or the sum assessed be paid or tendered in payment.
7. And be it enacted, That each of the said commissioners shall

on or before the first day of April next, take the following oath,
or affirmation: "I, A. B, do solemnly swear, or affirm, that I will

forthwith and to the best of my ability, execute the duties assigned
to me by the act, entitled, "An act for the extension of South-
street in the city of Baltimore," without favour or partiality;"
and if any of the said commissioners do not, on or before the first
day of April next, take said oath or affirmation, he shall be con-
sidered as having resigned; and it shall be the duty, in such case,
of such of the said commissioners herein before mentioned as may
qualify, forthwith to appoint another commissioner.
8. And be it enacted, That if the obstructions in the said South-
street so extended, or to be extended, be not removed within thir-
ty days after the payment or tender of payment of damages as
aforesaid, or the consent of the proprietor or proprietors be given
in writing, said commissioners shall have full power and authority
to cause all such obstructions to be removed at the expense of
the city, and to sell and dispose of the materials of such buildings
or obstructions, for the benefit of the said city.
9. And be it enacted, That the mayor and city council of Balti-
more shall cause to be built suitable and substantial bridges over
Jones's Falls and other water courses where said South-street so
extended, or to be extended, shall cross the same.
10. And be it enacted, That the said commissioners shall receive
as a compensation for their services six dollars per day for every
day they may act, which compensation shall be paid by the said
mayor and city council as part of the expenses of opening said
street, and shall be assessed and collected in manner aforesaid.
