the said work-house have demeaned him or herself in a disorderly
manner, or hath refused to do and perform his or her daily labour
and task, or hath refused or neglected to obey, keep and observe,
any of the ordinances, rules and by-laws, of the said corporation,
then and in such case any one of the said trustees may order and
direct the person, so demeaning him or herself, to be put on short
allowance for any number of days not exceeding twenty.
13, And be it enacted, That it shall and may be lawful for any
two of the said trustees to direct and appoint, under their hands in
writing, what poor shall be received into such alms and work-
house, and it shall and may be lawful for any one justice of the
peace for said county to authorise any constable of said county to
apprehend and bring before him, or any other justice of the peace
for said county, any vagrant, vagabond, beggar, or other idle, dis-
solute, and disorderly person, found loitering or residing in said
county, who follow no labour, trade, occupation or business, and
who have no visible means of sustenance, to be by said justice of
the peace committed to the work-house, there to be kept at hard
labour, for any time not exceeding six months; and the overseer of
such alms and work-house is hereby required to receive into the
said alms and work-house any poor appointed as aforesaid to be re-
ceived, and any vagrant, vagabond, beggar, and other idle, disso-
lute, and disorderly person, so as aforesaid committed.
14. And be it enacted, That it shall and may be lawful for the
trustees aforesaid, or a majority of them, to bind out any poor or-
phan under their care in said alms-house to any discreet person
applying for said orphan or orphans, always having a regard to
give the preference to tradesmen or mechanics, by obliging said
applicants for any of the said orphans to sign a good and sufficient
indenture to learn said apprentice the occupation that he or she
may follow, and to find him or her good and sufficient meal, drink,
cloathing, washing and lodging, and to give such education to him
or her as the master or mistress, anil the trustees aforesaid, may
agree upon; and the said indenture, when so taken, shall be lodged
with the register of wills for Caroline county by any one of the said
trustees, within thirty days after the execution thereof, under the
penalty of ten dollars for every neglect, to be recovered before
any justice of the peace for said county wherein such orphan may
be bound; and the register of wills for said county shall and he is
hereby obliged to receive and record said indentures as other in-
dentures heretofore taken for orphans bound out by the orphans
court of said county, for which he shall be allowed the sum of for-
ty cents current money for each and every indenture so recorded,
to be levied, collected and paid, as other county charges are.
15. And be it enacted, That the trustees aforesaid, or a majority
of them, be and they are hereby authorised and empowered, to
have and keep any number of out-pensioners they may see proper,
provided the number shall not exceed fifteen, so as their allowance
shall not exceed thirty dollars each annually; Provided the said
trustees shall not allow any person an out pension who is not a fit
object to be received into the said alms and work-house; And pro-
vided also, that no trustee, overseer, or other officer of the said
alms and workhouse, so long as he continues to act as such, shall
furnish the said house with any article of any kind whatsoever
