ent in writing of such number of his creditors to whom two
ards of his debts in amount may be due.
2. AND BE IT ENACTED. That it shall and may be
lawful for the executors or administrators of his deceased cre-
ditors to give their assent in writing to his discharge, without
subjecting themselves to the payment of any more of the said
debts than shall be received by them; Provided nevertheless,
that in all other respects the said William Welch shall comply
with the requisites of the aforesaid act, for the relief of insol-
vent debtors and the several supplements thereto.

CHAPTER 166.
An act to incorporate a company to make a turnpike road from
the Frederick and Baltimore Turnpike Road, commencing
at the west end of Frederick Town, to Harper's Ferry on the

Potowmac River.
Sec. 1. BE IT ENACTED by the General Assembly of Mary-
land, That a company be incorporated to make a turnpike road
from the Frederick and Baltimore turnpike road, beginning at
the west end of Frederick Town, to Harper's ferry, on the Po-

towmac river.
2. AND BE IT ENACTED, That subscription books be
opened on or before the tenth day of September next, for a
capital stock of fifty thousand dollars, in two thousand five
hundred shares, at twenty dollars each, under the direction of
the following commissioners to wit: at Frederick Town, by
Col. John M'Pherson, George Baer, Thomas Shaw, John
Hoffman, and Peter Mantz; at New Town, Trap, by Patrick
M'Gill, James Simmons, Junr. Jacob Fiester and Jesse Mat-
thews; at Peters Ville, by Doctor William Hilleary, Grafton
Duvall, John Slifer, Junr. and Benjamin West; at John
card's tavern, by John Brien, Thomas Boteler, John Ecard,
and Alexander Grim; at Baltimore, by William Jessop, J. E.
Howard, James Labes, Luke Tiernan, Henry Payson, James
Hawkins, Andrew Ellicott, Isaac Tyson, George Hoffman,
and Philip E. Thomas, or any one of them, who may adjourn
from day to day, and place to place, until the whole stock

shall be taken.
3. AND BE IT ENACTED, That when one thousand
shares of said stock shall have been subscribed, the commis-
ioners shall give twenty days notice of the time and place ap-
pointed for the subscribers to meet and organize said institu-
tion, and to choose, by plurality of votes by ballot, a president
and five managers, (three of whom shall form a quorum,) a
treasurer, and such other officers as they shall deem necessary
to conduct the affairs of the company, until the first Monday
in March thereafter, and until a new election; and to make
such by laws as they shall deem necessary, and on the first
Monday of March in every year, or within ten days thereaf-
ter, said Company shall meet for the same purposes, at such
place as the president and managers shall appoint; and in all
elections by stockholders each share shall be entitled to one

vote.
4. AND BE IT ENACTED, That the stockholders in
said company shall be and they are hereby created a body pol-
itic and corporate, by the name and style of The Harper's
Ferry Turnpike Road Company, and by the same name shall
