Frederick and Washington counties shall appoint five commis-
sioners, who shall estimate the amount of damages sustained
by any person or person, by reason of said road passing
through his, her or their land, or by taking stone, gravel or
other materials for the use of said road, in cases where the par-
ties cannot agree, which estimate shall be final in determining
such damages.
12. AND BE IT ENACTED, That in all cases where no-
tice in a public news paper is required by the law to which this
has a reference, a paper in Frederick and Hagers-Town shall
be substituted for George Town and Baltimore.

CHAPTER 101.

An act for the benefit of Jeremiah Rymen, alias Jeremiah
Bean.
Sec. 1. BE IT ENACTED by the General Assembly of
Maryland, That the board of examiners constituted by the act
entitled, an act to establish pilots and to regulate their fees,
passed at November session eighteen hundred and three, be
and they are hereby authorised and directed to grant to Jere-
miah Rymen, alias Jeremiah Bean, of Saint Mary's county, a
free man of colour, a licence as a pilot; provided they shall be-
lieve him of sufficient ability skill and experience, notwith-
standing the said Jeremiah Rymen, alias Jeremiah Bean is a
man of colour.

CHAPTER 102.

A supplement to an act respecting a monument or statue to the
memory of Washington.
Sec. 1. BE IT ENACTED by the General Assembly of
Maryland, That the square of ground in the city of Baltimore
heretofore appropriated for the erection of a monument or sta-
tue to Washington, and not adopted by the managers for the
building of said monument as the permanent scite for the
same, be and the same is hereby appropriated for the erection
of a monument known by the name of The Battle Monument,
to be erected to the memory of those who fell in defence of
Baltimore on the twelfth and thirteenth of September eighteen
hundred and fourteen.
2. AND BE IT ENACTED, That after the completion of
said monument, the same shall be and is hereby vested in the
mayor and city council of Baltimore for the use of said city.

CHAPTER 10.3.

An act to authorise the drawing of a lottery to raise a sum of
money for the purpose of building a bridge over Britin's Bay
in Saint Mary's County.
Sec. 1. BE IT ENACTED by the General Assembly of
Maryland, That it shall and may be lawful for Enoch J. Mil-
lard, Doctor William Thomas, Philip Ford, H. G. S. Key and
Lewis Ford, or a majority of them, to propose a scheme of a
lottery for raising a sum of money, not exceeding five thousand
dollars, and sell and dispose of the tickets in said lottery, and
they are hereby authorised to draw said lottery; Provided, that
the said Enoch J. Millard, Doctor William Thomas, Philip
Ford, H. G. S. Key and Lewis Ford, or such majority of them
as shall undertake to act under this law, shall before the sale
