tial as the case may require for the trial of such offence, which said
court may punish the offender by cashiering, reprimanding, suspend-
ing or fining not exceeding fifty dollars in their discretion, and if any
officer shall neglect or refuse to comply with any of the provisions of
this section as required of him, he shall he fined not exceeding one
hundred dollars, in the discretion of such court martial as the case
may require.
62. And be it enacted, That before any paymaster shall act as such,
he shall give bond and security to the state of Maryland, to be ap-
proved by the commanding officer of the regiment to which he be-
longs in the penal sum of two thousand dollars, conditioned that he
shall when required to do so, submit to the commanding officer of
his regiment a full and fair statement of his accounts as paymaster
aforesaid, and pay over all balances remaining in his hands when
demanded by his successor, and in all things faithfully discharge the
duties of his office.

63. And be it enacted, That all money hereby directed to be paid
into the hands of the paymaster of each regiment shall be appropria-
ted and applied by the commanding officer of said regiment to the
purposes of providing music for the several parades prescribed by
this act, and of the proper and safe keeping of the arms and accou-
trements, and of defraying such other necessary expenses as the said
officer shall deem requisite for his regiment, and it at any time there
should be such surplus funds as in the opinion of said officer will uni-
form his regiment, the same shall he done under his direction and su-
perintendance, and no money shall be drawn from the paymaster of
any regiment except by a written order from the commanding officer
thereof, who shall always state the purpose for which it is done; and
if any officer shall neglect or refuse to comply with any of the provi-
sions of this section as required of him, he shall be fined a sum not
exceeding fifty dollars, in the discretion of such court martial as the
case may require.

64. And be it enacted, That it shall be the duty of the command-
ing officer of each regiment between the first and thirteenth days of
December, in each year, to call together by a written or printed no-
tice the field, staff and commanding officers of the companies of his
regiment at some convenient place within the limits of said city, and
then and there exhibit to them a statement shewing the fines collec-
ted, the amount, object and date of all disbursements, and the re-
turns of the person or persons appointed to collect the fines for the
current year, and when made, together with the returns of the several
courts of appeal held for the trial of the appeals of absentees from the
parades as established by this act for his regiment; and the said state-
ment shall also shew the fines incurred previous to the current year
as aforesaid, and still unpaid, as well as those collected after the expi-
ration of the year in which they were incurred: and it shall be the duty

of the paymaster of said regiment to exhibit at the same time, and
place, a statement shewing the money received and paid by him on
account of said regiment, giving the dates when and from whom it
was received, and by whose order, and for what purpose it was paid;
and said statements and returns shall be examined by the officers pre-
sent, who or a majority of them shall have power to adjourn from
time to time until such examination shall be completed, and if it shall
appear to said officers, or a majority of them, that the said command-
ing officer or paymaster of said regiment has failed to comply with,
