Penalty.

ing officer of brigade when required, to receive and execute all or-
ders necessary to carry into effect the provisions of this act; and if
any officer shall neglect or refuse to execute any of the duties herein
required of him he shall be fined a sum not exceeding one hundred
dollars, in the discretion of such court martial as the case may require.

Term of pa-
rade limited.

57. And be it enacted, That the militia on any day of review or
parade as established by this act, may he detained under arms any
time not exceeding ten hours, provided they are allowed proper time
to refresh themselves.

Exempting
from civil
suit.

58. And be it enacted, That no officer, non-commissioned officer,
private or musician of the militia in his attendance at, going to, or
returning from muster, shall he subject to arrest for any civil matter
nor shall his military equipments be subject to distress, attachment or
execution for debt.

Penalty for
appearing
without arms.

59. And be it enacted, That if any officer, non-commanded of-
ficer, private or musician who may have provided himself with uni-
form and arms, or who hath been uniformed in pursuance of the pro-
visions of this act, or who hath received arms the property of the
state, shall appear on parade at any of the said meetings as prescrib-
ed by this act, without uniform or arms, he shall be fined a sum not
exceeding twenty dollars in the discretion of such court martial as
the case may require.

60. And be it enacted, That it shall be the duty of the command-
ing officer of each company district, making the enrolment as herein-
before prescribed, to take a list of each person in his district, who is
conscientiously scrupulous of bearing arms, that shall come to his
knowledge, and return the same to the commanding officer of his re-
giment on or before the first day of October in each year, and it shall
be the duty of the said commanding officer of the regiment to make out
two lists thereof, including also all persons who may otherwise have
come to his knowledge and who are conscientiously scrupulous, with-
in his district, one of which he shall retain, and the other deliver on
or before the last day of December in each year, to the person he
has authorised to collect the fines incurred under the provisions of
this act; and the said collector is hereby authorised and required to
call on every such person who shall be exempt from the performance

this act; Provided, each and every such person shall produce to the
said collector a certificate of the clergyman or other person autho-
rised to give the same, of the congregation to which he belongs, that
he is conscientiously scrupulous as aforesaid, and shall also produce
a certificate shewing the payment of the sum of seven dollars, to
the use of either of the dispensaries of Baltimore, or shall pay to
said collector the sum of five dollars for each and every year; and if
any officer shall neglect or refuse to comply with any of the provisi-
ons of this section as required of him, he shall be fined a sum not ex-
ceeding twenty dollars, in the discretion of such court martial as the
case may require.

61. And be it enacted, That if any officer, non-commissioned of-
ficer, private or musician shall think himself injured by the com-
manding officer of his regiment, and shall upon due application made
to such commanding officer, he refused redress, he may complain to
the commanding officer of his brigade, who on finding that the per-
son complained of has violated this law, shall order such court mar-
