ty of them, to support and maintain the expences which may at any
time be incurred in the improvement of said Village.
10. And be it enacted, That the said Commissioners, or a majority
of them, shall have full power to make all such bye-laws, regulations
and ordinances, pot inconsistent with the laws and constitution of
this state, as from time to time they may deem wise, equitable, and
expedient for the comfort, health, convenience and prosperity of the
said Village and its inhabitants, for the prevention or removal of nui-
sances, preservation of health, and suppression of vice and immorality
within the limits of the said Village, and shall have power to lay an equal
tax on the property within the limits of said Village, to such amount
as may from time to time be deemed necessary to accomplish the pur-
pose aforesaid, which tax shall be collected and paid to the President
and Commissioners by the collector by them appointed, who shall
hare the same power to destrain therefor as the collector of the pub-
lic county assessment has to destrain for the same, and that the said
President and Commissioners shall fix the term of office, responsibility
and compensation of such collector.

11. And be it enacted, That the said Commissioners, or a majority
of them shall have full power and authority annually to appoint a bai-
liff, whose duty it shall be to preserve the peace and good order of
said Village, and for this purpose he is hereby invested with the same
power and authority as any Constable may now have under the laws
of this state.

CHAPTER 175.
An act to provide for making the Baltimore Canal.
Whereas, the Commissioners appointed in pursuance of a Resolu-
tion, passed at December session, in the year eighteen hundred and
twenty-two, which directed that they, or a majority of them, should
lay out and survey a route for a Canal, which should connect the wa-
ters of the Susquehanna with the city of Baltimore, beginning at the
Conewago Falls, or on a point of said river, which the Commission-
ers should deem the most practicable; and who were also directed to
lay out and survey a route for a Canal from the same point on the Sus-
quehanna, or Conewago Falls to the head of tide water on the Susque-
hanna, have by their report to this General Assembly, shewn that is
entirely practicable to make a Canal from the head of the Conewago
Falls, on the Susquehanna River, passing down along the right mar-
gin thereof, to the vicinity of Havre-de-Grace, where a communica-
tion may be opened with the tide of that River, and thence to the city
of Baltimore; and considering the very great amount of inland com-
merce which the proposed Canal will be the means of laying open
and bringing into the city of Baltimore and the whole state, this as-
sembly are deeply impressed with its great importance and utility, and
it being represented to this Assembly that the people of the city of
Baltimore are willing to take upon themselves the risk and expense of
executing this great work, so far as it has been located within the
state of Maryland, provided all right thereto shall be vested in them,
and that they shall have and enjoy all the benefits to be derived there-
from, together with the privileges and immunities herein after ex-
pressed, and that there may be no delay in the waking of this highly
important proposed Canal, nor any burthens imposed on this state for
its accomplishment—Therefore,
