following powers and authority in addition to those already granted
to them by law, and the act of assembly aforesaid and its supple-
ments, to wit: they are hereby authorised and empowered to meet as
often as it shall be necessary at the court-house in the town aforesaid,
or at such other place within the limits thereof, as shall be previously
notified, and then and there make such rules, orders and ordinances,
as they shall adjudge and determine to be necessary and beneficial to
the town or the inhabitants thereof; to cause all nuisances to be aba-
ted and all obstruction in the streets, lanes and alleys, interrupting
the passage of the said inhabitants or others, to be removed, at the
expense of the person or persons who shall have caused the said
nuisance or obstruction; to cause any of the streets, lanes or alleys,
to be repaired improved or paved, whenever they may deem the same
necessary and proper; to cause the inhabitants and others entitled to
vote for commissioners to be and continue registered, and to make
such alterations in the registry thereof, from time to time, as the in-
creasing number of inhabitants or other changing circumstances shall
render necessary; to appoint and qualify a clerk, whose duty it shall
be, to make and keep fair, full and faithful minutes of their proceed-
ings, in proper books to be provided by them for that purpose, also
to keep regular accounts in a ledger against all persons who are or
shall become indebted to the commissioners, excepting those who
shall become indebted to them for town taxes, all which books shall
be subject to the inspection and examination of the inhabitants of
the town and of all other persons concerned therein; to appoint and
qualify, as often as it shall be necessary, a skilful and impartial per-
son. to be assessor of all the real and personal property within the
limits of the said town, and to impose and levy on the said property
from time to time, such sum or sums of money, in fair and equal
proportions as they may deem necessary for the accomplishment of

any purpose advantageous to the town; Provided, the money so to be
imposed and levied, shall not exceed in any one year the rate of one
dollar, for every hundred pounds worth of property, according to
such respective assessments and valuations and in the same propor-
tion, upon every greater or smaller share of property; to appoint and
qualify, as often as a town tax shall be laid, an active and proper per-
son to be the collector of the said taxes; and to appoint and qualify-
annually, on the first Monday in May, or within ten days thereafter,
an active and discreet person to be bailiff of the said town, another
active and skilful person to be the clerk of the market, and another
suitable and proper person to be the scavenger or supervisor of the
streets, lanes and alleys, and to give them. respectively, from time to
time, such orders and directions as shall be necessary to accomplish

2. And be it enacted, That the person so appointed bailiff, before
he shall proceed to act as such, shall take an oath or affirmation, as
the case may be, before a board of commissioners, that he will dili-
gently, faithfully and impartially perform the duties of bailiff of the
town of Easton, agreeably to the acts of assembly and the orders and
ordinances of the commissioners of the said town now in force, or
hereafter to be in force whilst he is bailiff, according to the best of
his skill and judgment, and without favor, affection or prejudice, and
the duties of the said bailiff shall be to attend all the meetings of the
said commissioners, to notify the commissioners respectively of the
meetings as they shall from time to time be appointed, to serve all sub-
penas that shall be ordered and directed by them, and to make regu-
