to the best of his ability and judgment; and the said trustees shall
provide a book or books in which shall be entered the minutes of
their proceedings under this act, and the certificate of each trustee
having taken and subscribed the oath or affirmation aforesaid; and
when the said trustees or a majority of them, or any four trustees
appointed in virtue of this act, shall have taken and subscribed the
said oath or affirmation, they shall be qualified and competent to ex-
ercise all the powers and perform the duties herein granted and re-

quired.
3. And be it enacted, That all the powers, authorities, rights and
privileges which were granted to or vested in the trustees for the poor
of Baltimore county, by an act of assembly, passed at November ses-
sion, in the year seventeen hundred and seventy three, entitled, An
act tor the relief of the poor within the county of Baltimore, and all
lands, houses and other property, estate and effects acquired by and
vested in the trustees for the poor of Baltimore county aforesaid, as
such, and not since sold or otherwise legally disposed of; and also
all the powers, authorities, rights, duties and privileges vested in the
justices of the levy court of Baltimore county in respect to the said
lands, the poor house, work house and poor of Baltimore county and
afterwards transferred to and vested in or granted to the trustees of
the poor house of Baltimore county, and all lands, property, estate and
effects, powers, rights, privileges and emoluments now vested in or
held by the trustees of the poorhouse of Baltimore county, or to which
they are entitled, shall be, and the same are hereby transferred to
and vested in the trustees for the poor of Baltimore city and county,
incorporated by this act; and the said trustees hereby incorporated,
shall be entitled to receive all the books, papers, proceedings, vouch-
ers and documents relating to the poor of Baltimore county, and to
the lands, buildings, estate, property and effects so transferred to and
vested in them as aforesaid, which shall be forthwith delivered to
them.

Transfer.

4. And be it enacted, That the trustees for the poor of Baltimore city
and county aforesaid, or a majority of them, shall have power, and
they arc hereby authorised to appoint all such officers, clerks, agents
and servants, as they may think necessary or useful in the exercise
of the powers and performance of the duties entrusted and commit-
to them, and the same at their pleasure to remove and discharge; to
fix the compensation and prescribe the duties of all such officers,
clerks, agents and servants; to admit into the poorhouse and receive
under their care, in addition to those paupers which the laws of this
state authorise or require, such indigent or distressed persons as in
their opinion the dictates of humanity or particular circumstances ren-
der-proper or necessary; to prescribe, provide for & direct all matters
relating to the support, treatment and employment of all paupers, va-
grants and other persons whatever, in the poorhouse and workhouse,
or any other place under their care or charge; to procure or erect and
use all such machinery, materials and implements as they shall think
proper or necessary for any purpose connected with their duties, or
the exercise of the powers vested in them; and to make and in their
discretion, amend, alter and repeal all such by-laws as shall be necessa-
ry to carry into full effect all the powers, authorities, rights, privile-
ges and duties granted to and vested in, or required of them, or
which shall be granted to them by any future act of assembly: Provi-
ded, that such by-laws shall not be contrary to any law of this state
or of the United States.
