they proceed to draw said lottery, shall pay to the treasurer of the
Western Shore the sum of one thousand dollars, to be applied
toward the payment of the salaries of the said commissioners of
lotteries: Provided, That if the lottery commissioners shall
not be continued at the time of the drawing the said lottery,
that then the sum of one thousand dollars above directed to be
paid shall and may be retained by the said managers for the use of

said company.

3. And be it enacted, That the said president and directors
shall, and they are hereby authorised to publish the dividends on
the first Monday in January and July of every year, instead of the
first Monday in January and June, as directed in the fourteenth
section of the said original act.

CHAPTER 77.

An act to provide for the inspection of Ground Black Oak Bark in-
tended for Exportation.
SEC.1. Be it enacted By the General Assembly of Maryland,
That from and after the first day of June next, no ground black
oak bark shall be exported from the port of Baltimore, until the
same shall be inspected by a person to be appointed annually by
the governor and council of this state, and who, before he enters
upon the duties of his office, shall take an oath or affirmation be-
fore the mayor or one of the magistrates of the city of Baltimore,
faithfully and impartially to do and perform the duties assigned to
him by this act; and that he shall not directly or indirectly be con-
cerned in buying, selling or shipping ground bark.

spected.

2. And be it enacted, That no ground black oak bark, the
produce of the United States, shall be shipped from the port of
Baltimore, except such as in the opinion of the inspector shall be
shaved clean from the ross or outside bark, ground sufficiently fine,
and be free from damage, by wet, mould or otherwise, well packed
in good and sufficient casks having at least twelve hoops thereon,
together with lining hoops on each, and well secured.

Quality.

3. And BE it enacted, That the bark intended for exporta-
tion, shall be put up and packed in casks, marked in plain and le-
gible characters, "first" and "second" quality, as its quality and manu-
facture may merit, together with the word "Baltimore," and the name
of the inspector; and no casks shall be so marked except the same
shall be found free from all mixture with other bark, tan or extra-
neous matter, from damage by wet, mould or otherwise.

How to be

packed.

4. And be it enacted, That if there shall be found in any
cask containing ground black oak bark, any mixture of different
barks, or of tan or other extraneous substance, or if it shall not be
clean shaved from the outside bark or ross, and free from damage,
the inspector shall condemn the same as unfit for exportation; and
as a mark of such condemnation, shall mark on each head, distinctly
with a marking iron, the letter "C;" and every person altering orde-
facing such mark with a view of evading this act, shall forfeit and
pay for every such offence the sum of twenty dollars, to be recov-
ered by action of debt brought in the name of the state, before
any justice of the peace for the county in which the offence may be
committed; and one half of said penalty when recovered, shall be
for the use of the informer, and the other half for the use of the
