and form of government directs in such case, this act and the al-
terations herein contained shall constitute and he considered as a
part of the said constitution and form of government, to all intents
and purposes, any thing therein contained to the contrary notwith-
standing.

CHAPTER 189.

An act for the relief of Colonel Roger Jones, Gracey Ann Blackwell
and Catharine Monmouth.
Sec. 1. Be it enacted By the General Assembly of Maryland,
That from and after the passage of this act, it shall and may be
lawful for Roger Jones, a colonel in the army of the United States,
to retain in his service, Gracey Ann Blackwell and Catharine Mon-
mouth, free persons of color, (natives of the state of Virginia,)
so long as the said Roger Jones shall remain in the military service
of the United States, any law to the contrary notwithstanding.

They may re-
main in his
employ.

2. And be it enacted, That from and after the passage of
this act, it shall and may be lawful for Gracey Ann Blackwell and
Catharine Monmouth to remain in the service of Roger Jones so
long as the said Roger Jones shall continue in the military service
of the United States, any law to the contrary notwithstanding.

Released from
penalties.

3. And be it enacted, That Roger Jones, Gracey Ann Black-
well and Catharine Monmouth, be and they are hereby released
from any and all penalties that they or either of them may have in-
curred in consequence of an act entitled, An act to prohibit the
emigration of free negroes into this state, passed November ses-
sion eighteen hundred and six, chapter fifty-six.

CHAPTER. 190.

An act authorising the appointment of an Agent.
Sec. 1. Be it enacted By the General Assembly of Maryland,
That the governor, by and with the advice and consent of the
council, be and he is hereby authorised to appoint one or more
agents for the state, whose duty it shall be to attend to and prose-
cute to completion, all balances or debts now due to the state; and
said agent or agents, shall be and are hereby vested with all the
powers and authorities granted to the agent by an act entitled, "An
act to appoint an agent for the year one thousand eight hundred
and seventeen, and shall govern and regulate his or their proceed-
ings by said act, unless where its provisions are herein contravened
or he or they shall otherwise be herein directed.

Credit on sales
of real proper-

ty.

2. And be it enacted, That in cases where sales of real
property shall be made, a credit of three years may be allowed
upon interest.

Instructions—
advance.

3. And be it enacted, That the said agent or agents shall, as
occasion may require, apply to the governor and council, who are
hereby authorised to give such directions and instructions as they
may find necessary; and if in the opinion of the governor and
council the interest of the state would be promoted, they are fur-
ther authorised to make an advance to said agent or agents of a
sum not exceeding five hundred dollars, upon receiving satisfactory
security for re-payment of the same.

Commission
for collection.

4. And be it enacted, That the agent or agents appointed
under this act, shall be allowed for all payments in money made to
